At the City of Leduc, we are making intentional investments in modern technology and data maturity to better serve our growing municipality. With the recent establishment of our Data & Analytics division within Corporate Information Technology (CIT), we are transitioning from decentralized departmental reporting to a governed, modern data platform.

We are seeking a permanent, full-time Data Engineer to play a foundational role in building and evolving this platform. You will join an agile, collaborative team focused on establishing reliable data architecture from the ground up. What is the Opportunity?

Reporting directly to the Manager, Data & Analytics, the Data Engineer is responsible for designing, building, and maintaining the City’s central data platform hosted on Microsoft Fabric. You will develop and operationalize data pipelines, integration processes, and Lakehouse structures that bring together information from more than 100 enterprise business applications.

In this role, you will connect hands-on data engineering with real-world business intelligence. Working closely with GIS and data analysts, CIT application teams, business stakeholders, and external technical partners, you will help ensure that organizational data is accurate, secure, reusable, and optimised for reporting. You will implement technical governance controls within the City’s established data governance framework, including identity-based access, data quality checks, lineage, cataloguing, and trusted semantic models that support dependable Power BI reporting.

What will you do?

In this pivotal platform-building role, you will shape our data architecture, pipeline reliability, and reporting capabilities. You will:

• Design, build, and maintain data pipelines and integration workflows using Microsoft Fabric components, including Data Factory and Dataflow Gen2, to ingest data from relational SQL databases, APIs, and flat files.

• Build, maintain, and evolve the Microsoft Fabric Lakehouse based on the City’s approved architecture and standards, implementing layered medallion architecture (Bronze, Silver, Gold) to support dependable, enterprise-wide analytics.

• Develop and optimize analytics-ready data models and support Power BI semantic models, including relationships, measures, performance considerations, and row-level security.

• Implement technical data governance and security controls using tools such as Microsoft Purview and Microsoft Entra ID, supporting the City’s standards for data lineage, cataloguing, classification, access, and permissions.

• Monitor and troubleshoot automated data workflows, applying root-cause analysis to resolve pipeline failures, address data quality discrepancies, and maintain operational continuity.

• Collaborate with cross-departmental stakeholders to understand business processes, clarify reporting requirements, and deliver production-ready datasets that solve operational challenges.

• Help establish and continuously improve foundational engineering practices, including version control, testing, deployment processes, recovery procedures, monitoring, and system documentation.

• Provide technical guidance to analysts and approved departmental report developers on the effective use of trusted datasets and semantic models, contributing to broader data literacy across the organization.

What do you bring?

You are an analytical, collaborative problem-solver who combines technical data engineering expertise with the ability to communicate effectively with both technical teams and non-technical business partners. You bring:

• A bachelor’s degree or two-year post-secondary diploma in Computer Science, Data Engineering, Information Systems, or a related discipline; an equivalent combination of relevant education, certifications, and progressive technical experience may be considered.

• A minimum of three years of professional experience building data pipelines, ETL/ELT workflows, and integrations across disparate source systems, including SQL databases and REST APIs.

• Hands-on experience with modern cloud data platforms, such as Microsoft Fabric, Azure Data Factory, Azure Synapse, or comparable enterprise architectures.

• Strong SQL proficiency and practical experience with dimensional modelling, layered data storage patterns, and data transformation using SQL and one or more modern transformation technologies such as Python, PySpark, notebooks, or dataflows.

• Working knowledge of cloud security and identity-based access models, including Microsoft Entra ID, role-based access, and row-level security.

• Clear, proactive communication skills with the ability to listen actively, gather business requirements, and explain complex data concepts in simple, accessible language.

• High attention to detail and structured documentation habits to support maintainability, data lineage, and operational recovery.

Direct experience developing Power BI semantic models, including relationships, DAX measures, Power Query, performance optimisation, and row-level security; exposure to Microsoft Purview or enterprise data governance tools; Microsoft certifications such as DP-600 or DP-700; or experience working with spatial data and FME workflows will be considered strong assets.
