We are seeking an experienced Project Manager (PM) with strong federal contracting and program management experience to lead projects involving Basis of Estimate (BOE), Acquisition/Analysis Support (AAS), and Federal Simulation (FedSim) activities. The ideal candidate will have experience managing technical teams, developing and reviewing cost estimates, coordinating project deliverables, and working directly with government customers and stakeholders.
Key Responsibilities
- Lead the planning, execution, and delivery of projects supporting federal government customers.
- Develop, manage, and maintain Basis of Estimate (BOE) documentation, including labor, material, travel, and other direct/indirect cost assumptions.
- Coordinate AAS and FedSim activities, ensuring deliverables align with contract requirements, program objectives, and customer expectations.
- Manage project scope, schedule, budget, risks, dependencies, and resources.
- Lead cross-functional teams consisting of technical, engineering, analysts, and functional personnel.
- Develop and maintain integrated project schedules and track milestones, dependencies, and deliverables.
- Monitor project performance and provide status reporting to government customers, program leadership, and internal management.
- Coordinate with Contracts, Finance, Engineering, and Technical teams to ensure accurate project planning and execution.
- Support proposal development, BOE preparation, ROM estimates, staffing plans, and pricing activities.
- Identify project risks, issues, and dependencies and develop mitigation strategies.
- Facilitate customer meetings, project reviews, working groups, and technical interchange meetings.
- Ensure project documentation, deliverables, and approvals are completed on schedule.
- Support change management, configuration management, and customer acceptance activities.
- Apply Agile/Scrum or traditional project management methodologies as appropriate.
Required Qualifications
- Bachelor's degree in Project Management, Business, Engineering, Information Technology, or a related field.
• 5+ years of project or program management experience, preferably supporting federal government or Department of Defense customers.
- Demonstrated experience developing or managing BOEs (Basis of Estimates).
- GSA AAS or comparable assisted-acquisition experience.
- Experience supporting AAS and/or FedSim programs, projects, or initiatives.
- Experience managing project schedules, budgets, resources, risks, and deliverables.
- Strong understanding of federal contracting and government program management processes.
- Experience working with government customers and senior stakeholders.
- Excellent written, verbal, organizational, and presentation skills.
- Ability to manage multiple priorities and projects in a deadline-driven environment.
Preferred Qualifications
- PMP certification.
- Agile/Scrum certification or experience working in an Agile environment.
- Experience with Federal Acquisition processes and government contracting.
- Experience supporting DoD, DHS, or other federal agencies.
- Experience with cost estimating, pricing, staffing models, and proposal development.
- Experience with Microsoft Project, Jira, GitLab, or similar project management tools.
- Experience managing technical teams and subcontractors.
- Active U.S. government security clearance or ability to obtain one.
