Full description

PCI-PS is seeking a Data Analyst to support the U.S. Immigration and Customs Enforcement (ICE) Position Management Support Services (PMSS) program. The Data Analyst will support workforce planning, position management, data validation, reporting, business process analysis, and operational decision-making activities for the ICE Office of the Chief Financial Officer (OCFO) Business Management Office (BMO).

The successful candidate will analyze workforce and position management data, develop recurring and ad hoc reports, identify data quality issues, support stakeholder validation efforts, and provide analytical recommendations that improve the accuracy and effectiveness of ICE position management operations.

Key Responsibilities

  • Analyze personnel, position, hiring, and organizational data to support ICE workforce planning and position management activities.
  • Develop, maintain, and validate recurring reports, dashboards, metrics, and tracking tools.
  • Conduct data quality reviews, reconciliations, and validation and verification (V&V) activities.
  • Research data anomalies and perform root cause analysis to identify trends and recommend corrective actions.
  • Support ad hoc data calls and information requests from ICE leadership and stakeholders.
  • Review workforce data for inconsistencies, perform record validation, and document findings.
  • Compile, analyze, and present data using Excel, Power BI, and other reporting tools.
  • Create analytical summaries, briefing materials, and recommendations for government stakeholders.
  • Collaborate with business analysts, system administrators, developers, and program personnel to support data-driven decision-making.
  • Maintain documentation, standard operating procedures (SOPs), and data definitions related to reporting and analysis activities.
  • Participate in stakeholder meetings and provide analytical support for organizational initiatives and system enhancement efforts. 

Required Qualifications

  • Bachelor's degree in Business, Data Analytics, Information Systems, Public Administration, Statistics, Mathematics, or a related field.
  • 3 to 6 years of professional experience in data analysis, reporting, business analysis, workforce planning, or a related discipline.
  • Ability to obtain a Public Trust security clearance. 
  • Advanced proficiency with Microsoft Excel, including pivot tables, formulas, data cleansing, and trend analysis.
  • Experience developing reports, dashboards, and data visualizations.
  • Strong analytical, problem-solving, and critical-thinking skills.
  • Excellent written and verbal communication skills.
  • Experience documenting findings and presenting recommendations to stakeholders.
  • Ability to manage multiple priorities in a fast-paced client environment.

Preferred Qualifications

  • Experience supporting federal government clients.
  • Experience with workforce planning, human capital, position management, or personnel systems.
  • Power BI experience.
  • Experience working with SQL queries and relational databases.
  • Familiarity with Agile project environments.
  • DHS experience and/or active DHS clearance.
