Note: This is a Hybrid position with the ideal candidate residing near one of our office sites in El Segando, CA, Colorado Springs, CO, Fort Walton Beach, FL, or Washington DC.

MTSI is seeking a dynamic, results-driven Senior Acquisition Project and Portfolio Manager to support the SpaceWERX government program office.

This role leads complex SpaceWERX programs by managing scope, schedule, budget, risks, and deliverables while coordinating across government, industry, and academic stakeholders. It requires strong systems thinking, expertise in federal acquisition and PPBE, and exceptional data management and reporting skills to deliver decision-ready insights, support senior leaders, and drive process improvement and modernization across the portfolio.

As a Senior Acquisition Project and Portfolio Manager with MTSI leading complex SpaceWERX programs that accelerate the development, evaluation, and transition of innovative technologies, this role directly strengthens the nation’s security and defense posture. Through rigorous program management, federal acquisition expertise, and high‑quality data analysis, the manager ensures that critical capabilities are delivered on time, within budget, and aligned with mission priorities. Their coordination across government, industry, and academia fosters collaboration that drives technological advancement, while their governance, risk analysis, and modernization efforts support informed decision‑making for senior leaders. Ultimately, this role enables the Space Force to rapidly adopt cutting‑edge solutions that enhance operational readiness and strategic advantage.

Responsibilities:

  • Lead and coordinate SpaceWERX program and portfolio activities, including scope, schedule, budget, requirements, resources, risks, and deliverables.
  • Work with government clients, senior leaders, industry, and other stakeholders to define requirements, priorities, expectations, and outcomes.
  • Develop and maintain project schedules, status reports, risk registers, governance materials, decision logs, and other key program documentation.
  • Support budget planning and execution, resource requirements, forecasting, financial tracking, and PPBE activities.
  • Apply knowledge of federal contracting and acquisition processes to support requirements development, acquisition planning, contractor oversight, deliverables, and program execution.
  • Ensure program activities comply with applicable federal regulations, policies, contracting requirements, security protocols, and budget constraints.
  • Establish governance and reporting processes to track program performance, technology transition, investment value, risks, and return on investment.
  • Identify opportunities to modernize, automate, standardize, and improve processes and information systems.
  • Coordinate contractors, subcontractors, government stakeholders, and internal teams to maintain alignment with SpaceWERX objectives.
  • Manage program data collection, entry, validation, screening, analysis, and reporting to ensure accurate, timely, and decision-ready information.
  • Provide senior leadership with clear analysis, recommendations, and courses of action to address risks, resource decisions, and emerging challenges.
  • Support transition of innovative technologies from development through evaluation, acquisition, and operational adoption.

Qualifications Required:

Education:

  • Master’s degree in business, engineering, or a related field.

Experience:

  • 10+ years of progressive program, project, or portfolio management experience, preferably supporting federal government, defense, national security, or space programs.
  • Demonstrated experience managing complex programs involving multiple stakeholders, budgets, schedules, contracts, and technologies.
  • Experience with government contracting, federal acquisition, PPBE, budget planning and execution, and requirements generation.
  • Experience with data management, data quality, data screening, analysis, and information management.
  • Experience developing program documentation, governance processes, reports, schedules, and executive briefings.
  • Experience advising senior leaders on program status, risks, policies, budgets, strategies, and courses of action.
  • Strong ability to analyze large amounts of information and translate it into trends, insights, risks, and actionable recommendations.
  • Demonstrated systems-thinking, problem-solving, process-improvement, and automation capabilities.
  • Experience with space, satellite, defense, national security, or government innovation programs is highly desirable.
  • Experience with SpaceWERX, AFWERX, or similar innovation organizations is a plus.

Skills:

  • Excellent written, verbal, presentation, and stakeholder-management skills.
  • Ability to manage multiple priorities and shifting requirements in a fast-paced environment.
  • PMP, DAU, Agile, or similar certification is preferred.
  • Proficiency with tools such as MS Project, Jira, Smartsheet, SharePoint, Microsoft 365, or similar platforms.

Clearance Requirements:

  • A SECRET Clearance is required. Top Secret security clearance desired.
  • U.S. Citizenship is required

The pay range for this position is $180,000/year to $200,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI offers a full range of medical benefits, 401k, ESOP, paid time off, and other benefits, dependent on the position offered. Base pay information is based on market location.
