This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Technical Program Manager, Software Engineering based in the United States.
The Technical Program Manager, Software Engineering will lead critical engineering initiatives that require coordination across multiple software engineering and product teams. You will own complex, multi-threaded programs from concept through delivery, ensuring goals are aligned, dependencies are mapped, risks are managed, and outcomes remain on track. The role combines strong technical understanding with program management expertise to navigate cloud-scale infrastructure, software architecture, release engineering, and modern development practices. You will work closely with Engineering, Quality Assurance, Site Reliability Engineering, DevOps, Product, and senior leadership to drive execution and resolve complex challenges. A key part of the role is establishing meaningful delivery and quality metrics that surface issues early and support data-driven program decisions. You will also influence technical stakeholders, manage change and conflict, and create clear executive-level reporting across a fast-moving, high-growth environment. Accountabilities
- Define clear goals and desired outcomes for engineering initiatives, building alignment and a shared vision across working groups and partnering with Engineering leaders to address constraints and establish practical workarounds.
- Coordinate multidisciplinary software engineering teams through regular reviews, status checkpoints, and ongoing collaboration across Development, Quality Assurance, Site Reliability Engineering, DevOps, Product, and senior leadership.
- Build and maintain comprehensive program plans covering tasks, dependencies, milestones, critical paths, and risk registers while managing multiple concurrent workstreams.
- Establish a consistent reporting cadence using executive summaries and detailed status updates to provide stakeholders with clear, high-signal visibility into program progress and challenges.
- Define measurable standards for program success, establish baselines, instrument delivery and quality signals, and use data to identify emerging issues rather than simply reporting activity.
- Identify technical, resource, operational, and other program risks early, develop mitigation strategies, conduct checkpoints and milestone reviews, and provide transparent reporting to senior leadership.
- Manage program changes through impact assessments, clear communications, stakeholder alignment, and timely decision-making.
- Build strong, trust-based relationships across the organization while developing a deep understanding of the technical ecosystem and influencing decisions that support successful program outcomes.
- Navigate healthy conflict, present viable options, build consensus, and maintain momentum when teams or stakeholders have competing priorities.
- Use program management tools such as JIRA to maintain optimized workflows, accurate project data, and a reliable single source of truth for program activities.
- Perform additional program management responsibilities as needed to support engineering and organizational priorities.
Requirements
- You have a bachelor’s degree in Computer Engineering, Computer Science, or an equivalent technical field, with relevant professional experience also considered.
- You bring 5+ years of Technical Program Management experience within a Software as a Service (SaaS) company and an engineering organization.
- You have engineering leadership experience within a SaaS platform or cybersecurity environment, or sufficient technical depth to confidently participate in architecture and software design discussions.
- You have a strong understanding of standard software development practices, including Agile, Scrum, and release management.
- You have experience working with cloud-scale infrastructure, software components, and product architecture, with familiarity with hyperscaler services such as Amazon Web Services (AWS).
- Experience with cloud migrations and multi-cloud or hybrid-cloud environments is strongly preferred.
- You have experience with release engineering, Continuous Integration/Continuous Delivery (CI/CD), or deployment automation programs and have improved how software is delivered, not simply what is delivered.
- You have experience delivering programs in regulated or audited environments such as Federal Risk and Authorization Management Program (FedRAMP), System and Organization Controls 2 (SOC 2), International Organization for Standardization (ISO) 27001, General Data Protection Regulation (GDPR), or comparable frameworks.
- You are experienced in defining and instrumenting delivery metrics such as DevOps Research and Assessment (DORA) metrics, flow metrics, or equivalent measures and using them to drive decisions.
- You can clearly communicate product and project technology concepts to stakeholders at all organizational levels.
- You are comfortable operating independently in a fast-paced, high-growth environment, defining details without close supervision, and delivering high-impact outcomes amid ambiguity.
- You demonstrate strong technical curiosity and a willingness to continuously learn and understand the ecosystem in which you operate.
- You have experience collaborating with globally distributed teams, particularly within fully remote environments, while maintaining accountability for deliverables.
- You possess excellent written and verbal communication skills and can communicate concisely and effectively within a highly collaborative, fast-moving organization.
- You are highly proficient with JIRA and can use it to optimize workflows, maintain accurate reporting data, and establish a reliable source of truth for program activities.
- You demonstrate strong stakeholder management, influencing, conflict resolution, analytical, and organizational skills.
