Description
The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces.
The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain, and accommodate employees with disabilities.
We are seeking an IT Business Analyst Senior to lead in the analysis of business processes and in the collaboration between internal and external stakeholders for the development, maintenance, and improvement of Information Technology (IT) systems solutions; and performs other duties as required.
Key Responsibilities:• Serves as the departmental information resources manager related to lead role on identified projects.
- Acts as
a liaison between programmatic functions of the agency and the information system functions.
- Provides Case
Management System (CMS) support to all OVR staff.
- Coordinates efforts on an agency, departmental and cabinet
level to design, maintain and enhance data collection and reporting for the CMS system across all programs.
- Works with agency staff regarding data input and needed modifications.
- Coordinates with managers regarding
data needs and reporting efforts.
- Coordinates with agency and cabinet leadership on data collection needs.
- Completes quarterly and annual data analysis outcome reports as required or requested.
- Coordinates with partner agencies for input on Workforce innovation and Opportunity Act Common Measures
reporting.
- Creates, reviews and distributes reports from CMS to appropriate staff as requested and completes
annual and quarterly reporting for Rehabilitation Services Administration accurately by federal deadlines.
- Develops, implements and monitors processes and procedures to ensure quality data
collection.
- Participates in meetings, trainings, testing, and data input corrections, and other discussions for agency
technology and data needs for CMS.
- Serves as a backup for importing medical service codes, descriptions, and
allowable amounts into CMS.
- Serves as a resource with the Commonwealth's
Office of Technology (COT) and Office of Technology Services (OTS) for OVR IT and system requirement program needs.
- Performs other duties as required.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in IT or related field OR certification in an IT-related field.
EXPERIENCE, TRAINING, OR SKILLS: Three years of systems analysis, IT support, business administration, or public administration experience or a related field of experience.
Substitute EDUCATION for EXPERIENCE: A master's degree in IT, business or public administration, or a related field will substitute for the experience requirement on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: Two years of additional experience in computer programming, systems analysis, IT services, research and statistics, business administration, or public administration, or a related field will substitute for the education requirement.

Work is typically performed in an office environment.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
