Headquartered in Toronto, the Canada Infrastructure Bank (CIB) is responsible for investing in new infrastructure projects. The CIB’s mission is to work with provincial, territorial, municipal, federal, Indigenous and private sector investor partners to transform the way infrastructure is planned, financed and delivered in Canada.
We are seeking a Project Manager to deliver a mixed portfolio of technology and business projects at the CIB. This role requires strong project management discipline combined with the ability to partner with technical teams, business stakeholders and senior leadership to deliver measurable outcomes.
The ideal candidate is comfortable operating in mixed environments—from technology implementations and system upgrades to business process improvement and organizational change initiatives—while maintaining governance, transparency and delivery excellence.
Your responsibilities include:
Project Delivery and Execution
- Lead end-to-end delivery of multiple concurrent projects across IT and business domains
- Develop and maintain project plans, schedules, budgets, risk registers and dependency tracking
- Ensure projects are delivered on time, within scope and within approved budgets
- Apply appropriate delivery methodologies (Waterfall, Agile, Hybrid) based on project needs
Stakeholder and Leadership Engagement
- Partner with business teams, IT team, vendors and external partners to align project outcomes with strategic goals
- Facilitate executive-level communication, including status reporting, issue escalation and decision support
Governance and Portfolio Management
- Adhere to established PMO standards, tools and governance frameworks
- Provide accurate and timely portfolio reporting, including milestones, risks, financials and resource utilization
Risk, Issue and Change Management
- Proactively identify risks and issues; develop mitigation and contingency plans
- Manage scope changes through formal change control processes
- Drive resolution of complex issues involving multiple stakeholders or functions
Financial and Vendor Management
- Manage project budgets, forecasts and vendor contracts
- Track actual vs. planned spend and support financial reviews
- Oversee vendor performance and ensure contractual deliverables are met
Continuous Improvement
- Contribute to PMO maturity, process improvements and best practices
Your ideal profile:
- 5+ years of experience managing mixed portfolios of IT and business projects
- Proven experience delivering:
- IT projects (e.g., system implementations, upgrades, integrations, infrastructure, cybersecurity, data initiatives)
- Business projects (e.g., process optimization, operational change, regulatory, transformation initiatives)
- Strong knowledge of project management methodologies (Waterfall, Agile, Hybrid)
- Experience working within a PMO or structured governance environment
- Excellent communication and stakeholder management skills, including executive-level reporting
- Demonstrated ability to manage competing priorities in a fast-paced environment
Preferred Qualifications
- PMP or equivalent project management certification
- Agile certification (CSM, SAFe, PMI-ACP), an asset
- Experience working in matrixed or cross-functional organizations
- Familiarity with portfolio management tools (e.g., MS Project, Smartsheet, Azure DevOps)
