Key Responsibilities The Utah State Board of Education (USBE) invites you to apply for an opportunity to make a meaningful impact on Career and Technical Education (CTE) programs throughout the state. USBE is seeking a Research Consultant II, with a working title of Data Analyst. This position supports statewide CTE research, accountability, reporting, program evaluation, and data-informed decision-making.

The Data Analyst works with complex educational data from multiple systems and sources. Responsibilities include collecting, validating, analyzing, and communicating data to support agency priorities. The position supports state and federal reporting requirements, including Perkins V accountability measures and other CTE performance indicators. This work helps ensure data accuracy, strengthen reporting systems, evaluate program effectiveness, and provide actionable information that supports student success.

Principal Duties

This position requires strong research, analytical, database, reporting, and communication skills. Duties include:

• Analyze statewide student, program, accountability, fiscal, workforce, and performance data to support CTE programs and initiatives.
• Develop recurring and ad hoc reports for program management, accountability reporting, strategic planning, policy analysis, and leadership decision-making.
• Write and maintain T-SQL queries and scripts to extract, transform, validate, reconcile, and analyze data from Microsoft SQL Server and other enterprise data systems.
• Ensure data integrity, accuracy, consistency, and reliability through data validation, quality assurance processes, and resolution of data discrepancies.
• Design, develop, and maintain reports, dashboards, semantic models, visualizations, and business intelligence solutions using Microsoft Power BI, Microsoft Fabric, and related analytics tools.
• Use R or comparable statistical tools to conduct statistical analysis, trend analysis, research, and program evaluation.
• Identify trends, patterns, anomalies, and performance gaps and communicate findings through reports, visualizations, presentations, and briefing materials for technical and nontechnical audiences.
• Conduct research studies, program evaluations, needs assessments, and analyses of program effectiveness and student outcomes.
• Develop and maintain methodologies, performance measures, business rules, calculations, reporting processes, and supporting documentation for accountability and analytical activities.
• Support Perkins V and other state and federal accountability reporting, including data collection, validation, calculation, submission, and documentation activities.
• Support audit responses, compliance reviews, monitoring activities, corrective actions, and continuous improvement efforts through accurate analysis and documentation.
• Collaborate with CTE staff, USBE information technology teams, districts, charter schools, postsecondary partners, and other stakeholders to define data needs and reporting requirements.
• Provide consultation, technical assistance, and training related to data definitions, reporting processes, dashboards, accountability measures, and interpretation of results.
• Manage multiple projects and deadlines while maintaining confidentiality, accuracy, and attention to detail.
• Serve on committees and complete other duties as assigned.

Qualifications The Ideal Candidate

The ideal candidate is an experienced research and data professional who is committed to accuracy, collaboration, continuous improvement, and using data to improve educational opportunities and outcomes for Utah students. Preference may be given to applicants who possess:

• Professional experience conducting research, data analysis, program evaluation, performance measurement, or business intelligence work.
• Experience writing T-SQL queries and working with Microsoft SQL Server, including relational databases, data structures, and data quality practices.
• Experience working with large, complex datasets, including extraction, transformation, reconciliation, validation, and quality assurance activities.
• Experience developing dashboards, reports, semantic models, and visualizations using Microsoft Power BI, Microsoft Fabric, or similar analytics platforms.
• Experience using R, Python, SAS, SPSS, or similar statistical and analytical tools.
• Experience automating recurring reports or developing repeatable analytical processes.
• Experience with educational data systems, longitudinal student data, accountability reporting, or state and federal education reporting.
• Knowledge of Career and Technical Education programs, Perkins V accountability requirements, workforce education, or labor market data.
• Experience conducting research, program evaluation, or policy analysis and communicating findings through reports, visualizations, presentations, and recommendations.
• Strong communication, analytical, project management, and problem-solving skills, with the ability to work independently and collaboratively while managing multiple priorities and deadlines.
• A degree in statistics, data analytics, statistics, education, or a closely related field.

Assurance/Minimum Requirement

• This position is located in Salt Lake City, Utah. You will be required to work in the office on a regular basis with the opportunity for a hybrid schedule.

• Maximum of five pages for the analytical product.
• Maximum of 250 words for the cover statement.
• PDF format preferred.
• Dashboard samples may be submitted as PDF exports or screenshots.
• Links alone will not be accepted because reviewer access may be restricted.
• Confidential, proprietary, personally identifiable, and otherwise restricted information must be removed or appropriately de-identified.
• If the work was created collaboratively, clearly identify your individual contribution.
• Publicly available or simulated data may be used when prior work cannot be shared. Clearly identify any simulated data.
