This is a remote position.

Redtech is helping our client with a Contractor search for a Senior IT Project Manager for HPMS (Highway Performance Monitoring System) and LRS (Linear Referencing System) with prior WSDOT experience.

Location - Remote, but reside in Western WA for occasional onsite meeting in Lacey/Olympia

Target start date – Selected candidate must be available for work starting 10/1/2026

Duration - through 9/30/27

Schedule - Monday through Friday from 8 AM to 5 PM (Pacific Time).

Travel reimbursement: Any required travel will need to be pre-approved by the authorized WSDOT manager. No out-of-state travel will be reimbursed. PM staff will be reimbursed for travel expenses inside Washington State but outside of Thurston County.

Contract Pay Rate Range - $65 - $85/hr W2 - this range assumes full benefits participation

Pay offered to a successful candidate will be based on several factors including the candidate's education, work experience, work location, specific job duties, certifications and level of benefits selected etc.

Project Description and Background

WSDOT is currently engaged in a technology modernization program for systems that manage roadway characteristics information, federal reporting delivery, and the state’s roadway linear referencing system (LRS) that will result in changes to technology and daily business processes across multiple departments. Additional IT project management services are required to support the lead project manager and to ensure that project management best practices, proactive communication, and structured planning for successful adoption and sustained improvements are in place.

The objective is to modernize the core components of two related systems: Highway Performance Monitoring System (HPMS) and Linear Referencing System (LRS). These are core components of a ‘system of systems'; each system is comprised of a series of systems that address agency business needs along with federal and state requirements. As such, this is a programmatic project with multiple sub-projects or workstreams.

The project is squarely within the execution phase with a multitude of parallel activities.

Highway Performance Monitoring System (HPMS)

Highway Performance Monitoring System (HPMS) is a federal reporting requirement for roadway inventory, condition, and use. FHWA uses the HPMS data to apportion federal funds for managing the road network between the states and to monitor road performance as an effective use of those funds. All HPMS data elements must be indexed to valid roadway segments as defined by a geometrically valid Linear Referencing System (LRS) dataset for all public roads.

Linear Referencing System (LRS)

Organizations that own and manage road networks typically use a Linear Referencing System (LRS) to locate projects, assets, structures, activities, and events along the road network. At WSDOT our primary LRS is the state route milepost method. We are currently adding all public roads to our LRS. An LRS allows us to co-locate conditions such as roadway curves and speed limits with asset or event information, including signage or crashes to identify and then prioritize opportunities to improve safety.

Required & Desirable Knowledge and/or Skills

  • Candidates must demonstrate advanced project management expertise (PMBOK, Agile) to drive scope, schedule, budget, and risk management; lead cross-functional teams; and ensure standards compliance while proactively identifying and resolving issues.
  • They should excel at stakeholder communication, maintain program documentation and timely status reporting, and use clear, concise written and verbal skills to foster transparency.
  • Strong analytical ability is required to translate complex business needs into actionable plans, evaluate solution options for alignment and sustainability, and present proposals, progress, and recommendations to executives.
  • Technical proficiency across methodologies, tools, and the SDLC—including Microsoft Project, SharePoint, and relevant certifications (e.g., Lean Six Sigma, CompTIA)—is expected, with applied problem-solving, data management experience, and commitment to continuous learning.
  • A service-oriented mindset that builds positive relationships, understands stakeholder needs, and provides responsive, empathetic support is essential.
  • Excellent skills demonstrated in all facets of project management, including concept, planning, design, execution, monitoring & controlling, closure, and hyper-care
  • Experienced working with cross-functional technical development teams and able to establish strong relationships and partners to ensure on-time project deliverables.
  • Experience in large-scale SaaS/COTS software implementation projects that are public facing.
  • Experience leading projects following Agile or Scrum methodologies
  • Extensive technical or project experience with databases and interface products

Desirable:

  • Extensive technical or project experience with geospatial technologies, particularly with ESRI.
  • Experience delivering IT project management services to State of Washington agencies
