Parsons are recruiting for an exceptionally talented Project Manager to join their team!
The Project Manager is responsible for managing the planning and delivery of large-scale development projects across Saudi Arabia, with a focus on entertainment districts with an interface to infrastructure, transportation, residential and utilities assets.
The role provides end-to-end project management, ensuring delivery to agreed safety, schedule, budget, quality, and stakeholder requirements.
What You'll Be Doing;
- Lead the planning and delivery of assigned projects from concept design through construction, commissioning, and handover.
- Develop and maintain project execution plans, schedules, and delivery roadmaps aligned with program and organizational objectives.
- Coordinate interfaces between infrastructure, transportation, utilities, entertainment uses, and community development components within the project.
- Manage day-to-day project activities, ensuring alignment with the master program and related projects.
- Prepare and monitor detailed project schedules, phasing plans, and milestones using recognized planning tools.
- Support cost management activities, including cost estimating, budgeting, cost control, and financial forecasting.
- Implement structured risk and issue management, including identification, assessment, mitigation, tracking, and reporting.
- Coordinate with design consultants, engineers, and technical specialists to ensure designs meet functional, regulatory, and constructability requirements.
- Review and comment on technical deliverables, design reports, and drawings to ensure alignment with project objectives and standards.
- Assist in design reviews, value engineering exercises, and alternative analyses to improve cost, performance, and sustainability outcomes.
- Manage construction delivery for assigned project components, including infrastructure, entertainment districts, transportation corridors, residential developments, and utilities.
- Coordinate site logistics, construction sequencing, and interface management between contractors and other stakeholders.
- Monitor contractor performance, progress, and productivity against agreed schedules and budgets, and recommend corrective actions where required.
- Promote and enforce safety, quality, and environmental standards, ensuring adherence to site-specific and corporate requirements.
- Coordinate stakeholder engagement and communication for communities, end users, and operational entities affected by project works.
- Prepare clear, concise project reports, dashboards, and presentations for internal leadership and external stakeholders.
- Support procurement activities for consultants, contractors, and suppliers, including preparation of scopes of work and tender documentation.
- Assist with contract administration, including progress certification, change management, and variation control.
- Contribute to risk assessments related to commercial and contractual issues and support resolution of claims and disputes in coordination with senior management.
- Plan and coordinate commissioning, testing, and handover activities to operations and asset management teams for assigned assets.
- Ensure operational, maintenance, and entertainment operations requirements are considered in design and delivery.
- Oversee collection and handover of as-built documentation, O&M manuals, and training requirements for relevant stakeholders.
- Provide leadership to project teams, including consultants and contractors, ensuring clarity of roles, responsibilities, and expectations.
- Contribute to a culture of collaboration, continuous improvement, and high performance.
What Required Skills You'll Bring;
- Bachelor’s degree in Engineering, Construction Management, Project Management, Architecture, or a related discipline.
- Approximately 10 years of experience delivering large-scale infrastructure, entertainment district, mixed-use, or residential community development projects.
- Demonstrated experience managing complex projects within broader programs or portfolios, preferably involving entertainment districts, transportation, utilities, or major community developments.
- Experience working with or alongside public-sector entities, regulators, or large master-developments.
- Strong knowledge of project management methodologies and tools (e.g., PMI, PMP, PRINCE2 or equivalent) and familiarity with construction and engineering processes.
- Experience in stakeholder management, including government agencies, entertainment operators, consultants, and community stakeholders.
- Excellent English communication skills (written and verbal).
Preferred
- Master’s degree in Engineering, Project Management, Business Administration, or a related field.
- Professional certifications such as PMP, RICS, APM, or equivalent.
- Experience in the GCC region, particularly in Saudi Arabia, with understanding of local regulations, permitting, and delivery environments.
- Direct experience on entertainment districts, theme parks, leisure destinations, or large mixed-use lifestyle developments.
- Arabic language skills.
