The Product Manager is responsible for the strategy, planning, and execution of the eReferral Ontario product roadmap. They create and manage the product backlog within an Agile SDLC and provide expertise in user research, business analysis, requirements elicitation, and stakeholder engagement. The Product Manager aligns teams around a shared product vision and works closely with Vendors, Software Development, Quality Assurance, DevOps, Experience Design, and cross-functional teams across Ontario Health to deliver innovative virtual care solutions.
Here is what you will be doing:
- Own and manage the product roadmap and backlog, ensuring alignment with product vision, organizational priorities, customer needs, and industry trends.
- Create and maintain executive reporting on product to senior leadership
- Partner with cross-functional teams to identify product synergies, drive product strategy, and support the successful delivery of products across multiple portfolios.
- Define and communicate product vision, translate business objectives into functional requirements, and act as the authoritative source for product requirements.
- Lead stakeholder engagement activities with regions to identify, validate, and prioritize customer needs while improving user experience and reducing rework.
- Elicit, analyze, validate, and document functional and non-functional requirements, including security, privacy, legal, maintainability, and operational considerations.
- Facilitate sprint planning, backlog refinement, and Agile delivery activities by defining user stories, acceptance criteria, and priorities.
- Conduct stakeholder and impact analyses, develop communication plans, and build strong relationships with internal teams, vendors, clients, government partners, and other external stakeholders.
- Champion the adoption and continuous improvement of Agile and product management practices, driving efficiencies across product teams.
- Anticipate and resolve risks, bottlenecks, dependencies, and roadmap challenges by collaborating across teams and departments.
- Maintain deep product, business domain, and architectural knowledge, leveraging insights from stakeholders and industry partners to inform product decisions.
- Foster collaboration, open communication, and high-performing team dynamics by coaching teams through challenges and change.
- Lead by example through integrity, creativity, accountability, and a commitment to delivering high-quality products and services.
- Make decisions with significant organizational impact, exercising sound judgment and escalating broader strategic risks when appropriate.
- Contribute to the development of innovative virtual care processes, services, and business models that advance Ontario Health's strategic objectives.
Here is what you will need to be successful:
Education and Experience:
- Bachelor's degree in Business, Health-related fields, Engineering, Computer Science, or a related discipline, or an equivalent combination of education and experience.
- 10+ years of experience in Agile software development environments, including requirements elicitation, analysis, product backlog ownership, and release management in a matrixed organization.
- Experience leading product management activities, including roadmap development, stakeholder engagement, vendor management and cross-functional product delivery.
- Experience creating reporting documentation; RFP experience is considered an asset.
- Experience with budgeting, financial analysis, and project delivery practices within complex environments.
- Experience with healthcare integration projects, eReferral, and Central Intake solutions is considered an asset.
- Strong knowledge of user-centered design, innovation practices, SDLC, and ITSM frameworks.
- Proficiency with tools such as Jira, Confluence, or similar project management and documentation platforms.
- Excellent stakeholder and vendor management skills.
- Expert knowledge of the business domain related to the assigned product area

- Excellent verbal and written communication skills with the ability to facilitate discussions, gather requirements, influence stakeholders, and secure buy-in.
- Strong interpersonal, interviewing, relationship management, and emotional intelligence skills.
- Ability to quickly learn and apply new concepts, technologies, and methodologies.
- Highly organized, detail-oriented, and able to manage multiple priorities and projects in a fast-paced environment.
- Proven ability to make sound decisions with significant organizational impact.
