Description
The Senior Information Technology Project Manager will serve as the senior PMO lead responsible for managing the planning, execution, coordination, and delivery of IT project activities supporting the PRM Enterprise System. PRiMES is a mission-critical platform used to manage and track project funding, partner information, program data, monitoring activities, project management workflows, financial plans, reporting, and data visualizations for the Bureau of Population, Refugees, and Migration and other Department users.
This role will serve as the single management focal point for task execution and will be responsible for ensuring that project activities are completed on schedule and meet cost, quality, performance, and operational requirements. The Senior IT Project Manager will work closely with the Contracting Officer’s Representative, Government Technical Manager, PRM product owner, developers, analysts, data scientists, business stakeholders, and other project team members to support PRiMES operations, maintenance, enhancements, releases, documentation, training, and stakeholder briefings.
The ideal candidate will have strong federal IT project management experience, software development lifecycle knowledge, Agile/Scrum delivery experience, excellent client-facing communication skills, and the ability to bridge the gap between business processes and technical solutions.
Key Responsibilities
IT Project Management & PMO Leadership
- Serve as the single management focal point responsible for execution of assigned PRiMES tasks.
- Provide overall project planning, direction, coordination, and management support for PRiMES operations, maintenance, enhancements, releases, documentation, testing, and training activities.
- Manage project plans, schedules, milestones, tasks, risks, issues, dependencies, and deliverables.
- Ensure all tasks are completed in accordance with cost, schedule, quality, and performance requirements.
- Provide strategic guidance, vision, and direction to the project team.
- Drive effective teamwork, communication, collaboration, and commitment to task completion among team members.
- Support Agile/Scrum development activities, sprint planning, backlog coordination, release planning, and recurring project status reviews.
Government & Stakeholder Coordination
- Serve as a key interface with Government stakeholders, including the COR, Government Technical Manager, PRM product owner, and executive stakeholders.
- Apprise the COR and Government Technical Manager of significant project, technical, operational, schedule, or performance issues in a timely manner.
- Conduct or support weekly status meetings with the COR, Government Technical Manager, PRM product owner, and other stakeholders.
- Provide weekly briefings to stakeholders regarding program objectives, plans, activities, enhancement releases, system operations, and project status.
- Maintain a customer-focused approach to ensure high levels of stakeholder satisfaction.
- Work with a wide variety of customers, users, technical teams, and business stakeholders to successfully perform contract requirements.
Software Development & Technical Oversight
- Manage IT projects involving software development, application enhancement, operations and maintenance, and system modernization.
- Support development and release of enhanced functionality to the PRiMES platform.
- Coordinate work related to PRiMES modules, including finance, project management, monitoring, project elements, and data visualization capabilities.
- Support continued improvement of processes used to ingest, manage, reconcile, validate, and report data within PRiMES.
- Help bridge gaps between business processes and technical solutions.
- Coordinate with developers, business analysts, data scientists, database resources, and technical stakeholders to ensure solutions meet user and mission needs.
- Support technical decision-making by ensuring the team understands requirements, timelines, risks, and business priorities.
Schedule, Reporting & Deliverable Management
- Develop, maintain, and manage project schedules for PRiMES operations, maintenance, enhancements, testing, releases, documentation, and training.
- Oversee preparation and delivery of required project deliverables, including project schedules, training plans, user guides, manuals, release notes, technical documentation, deployment plans, and status reports.
- Maintain visibility into upcoming enhancement releases, SOP development, network and infrastructure operations, and other performance areas.
- Prepare or support Monthly Status Reports documenting progress, risks, issues, completed activities, planned activities, and areas requiring Government attention.
- Maintain a change request log detailing enhancement requests, bug fixes, system changes, request dates, descriptions, and current status.
- Ensure deliverables are accurate, complete, properly formatted, and responsive to Government direction.
Agile, Scrum & Team Coordination
- Manage IT projects in Agile development and Scrum team environments.
- Support coordination of sprint activities, backlog refinement, sprint planning, sprint reviews, retrospectives, and release coordination.
- Work with product owners, developers, testers, analysts, and stakeholders to ensure requirements are understood and implemented.
- Promote communication between technical and non-technical team members.
- Support issue resolution, team alignment, task prioritization, and schedule management.
- Ensure project activities remain aligned with business needs, technical feasibility, and mission priorities.
Operations, Maintenance & Customer Support
- Support operations and maintenance planning for the PRiMES platform.
- Coordinate activities related to system enhancements, data quality improvements, testing, validation, documentation, and user training.
- Support customer-facing activities, including stakeholder meetings, system briefings, and user support coordination.
- Ensure the team maintains a high level of customer service while operating within contract requirements.
- Support improvement of PRiMES functionality, usability, data quality, reporting consistency, and decision-making capabilities.
Requirements
- Secret clearance required.
- Bachelor’s degree or higher in Statistics, Computer Science, Mathematics, Information Technology, Systems Engineering, or a related field.
- 10+ years of experience in software development project planning and management.
- Experience managing IT projects in Agile development and Scrum team environments.
- Working knowledge of best practices in IT operations.
- Experience managing project plans, schedules, tasks, risks, issues, deliverables, and performance requirements.
- Experience working with technical teams, business stakeholders, developers, analysts, and Government customers.
- Excellent client-facing and internal communication skills.
- Strong ability to bridge business processes and technical solutions.
