Senior Business Analyst

  • Join Hospitality & Racing, a division within the Department of Creative Industries, Tourism, Hospitality and Sport

  • Clerk Grade 9/10 with a salary range of $129,464-$142,665 + super & leave loading

  • Ongoing role based in Sydney, NSW

About the role

The Senior Business Analyst plays a key role within the Strategic Projects Office (SPO), partnering with stakeholders to shape and support strategic initiatives from concept through to delivery. The SPO partners across Hospitality & Racing to shape, prioritise and support delivery of strategic initiatives that improve business outcomes and organisational capability.

The role is responsible for ensuring business requirements, processes and solution designs are clearly defined, traceable and aligned to intended outcomes, enabling initiatives to be effectively prioritised, mobilised and delivered. The role ensures initiatives are well-defined and supported across the delivery lifecycle, from early translation through to implementation.

Some of the key accountabilities of the role include –

  • Facilitate stakeholder engagement, workshops and discovery activities to gather, validate and refine business needs across diverse stakeholders.

  • Lead process mapping and analysis to define current and future state processes and identify impacts, dependencies and opportunities.

  • Conduct structured analysis and support options assessment to inform decision-making, including feasibility, risks and implementation considerations.

  • Work closely with delivery teams and SPO team members to ensure requirements are aligned with delivery plans, sequencing, and dependencies.

  • Support the delivery assurance function by ensuring traceability from requirements through to testing, validation and implementation outcomes.

  • Partner with business and delivery stakeholders to translate strategic priorities into structured initiatives, supporting option evaluation, prioritisation and implementation planning.

  • Contribute to the continuous improvement of SPO practices, templates and delivery standards.

About You

To be successful in this role, you are a structured and outcome-focused Business Analyst who can navigate ambiguity, engage diverse stakeholders and translate complex business needs into practical delivery outcomes.

You will have:

  • Demonstrated experience in business analysis within complex program or project environments.

  • Proven capability in requirements elicitation, process mapping and stakeholder facilitation.

  • Experience supporting delivery across project lifecycles, including initiation, design, build, testing and implementation.

  • Strong analytical, problem-solving and structured thinking capability.

  • Experience working in PMO, SPO or program delivery environments.

  • Business analysis certification (e.g. CBAP, CCBA, BCS or equivalent).

  • Experience with structured delivery methodologies (e.g. PRINCE2, MSP, Agile).

  • Experience within NSW Government or comparable public sector environment.
