Position Numbers: 83 & 84 Number of Openings: 2 Client: New York City Department of Social Services (DSS) Project: Eligibility Data and Image Transfer Systems (EDITS) HRA Job Titles: Business Analyst_1 / Business Analyst_2 Location: 109 E 16th St, New York, NY 10003 Work Arrangement: On-site in New York City; remote work may be considered for highly qualified candidates.

Position Summary

The Business Analyst will support the Eligibility Data and Image Transfer Systems (EDITS) project for the New York City Department of Social Services (DSS). This position will work with business and technical stakeholders to analyze business processes, design workflows, document functional requirements, and develop functional and reporting specifications.

The ideal candidate will have experience supporting technology initiatives within government human services environments and be comfortable translating business needs into clear functional requirements for technical teams.

Required Experience

A minimum of four (4) years of professional experience with the required business analysis skill sets.

Required Skills and Qualifications

  • Minimum of four (4) years of experience designing workflow systems.
  • Experience developing functional specifications based on business and system requirements.
  • Knowledge of structured design tools and methodologies.
  • Working knowledge of Microsoft Project.
  • Proficiency with the Microsoft Office Suite, including:
  • Microsoft Word
  • Microsoft Excel
  • Microsoft Outlook
  • Microsoft Visio
  • Experience writing functional report specifications.
  • Experience working with government human service agencies.
  • Experience using Jira for requirements, issue, project, or task tracking.
  • Ability to gather, analyze, document, and communicate business and functional requirements.
  • Strong written and verbal communication skills with the ability to work effectively with both business and technical stakeholders.

Key Responsibilities

  • Gather, analyze, and document business and functional requirements for the EDITS project.
  • Work with stakeholders to understand existing business processes, system needs, and operational requirements.
  • Design and document business and system workflows.
  • Develop detailed functional specifications for application and system enhancements.
  • Develop functional specifications for reports and related system outputs.
  • Create process flows, diagrams, and supporting documentation using Microsoft Visio and other structured design tools.
  • Collaborate with business users, developers, technical teams, and project stakeholders to clarify requirements and support system development.
  • Use Jira to document, track, and manage requirements, issues, and project activities.
  • Assist with identifying gaps between business requirements and existing system functionality.
  • Support requirements validation, testing, implementation, and other activities throughout the system development lifecycle.
  • Maintain clear and accurate project, requirements, workflow, and functional documentation.
  • Support project activities involving government human services programs and systems.
