About the role
Design and govern integrated enterprise network and cloud architectures to support 24/7 NOC and SOC operations. Drive automation, telemetry, and observability strategies across hybrid cloud environments to improve incident response and system resiliency.
What they look for
Requirements
Requires a Bachelor's degree and over 12 years of experience, with at least 8 years specializing in enterprise network or cloud architecture. Must possess deep expertise in routing/switching, multiple public cloud providers, and the ability to obtain a Public Trust clearance.
Full description
GovCIO is seeking an experienced Enterprise Cloud Architect to design, govern, and evolve enterprise network, cloud, and security-aligned operations supporting 24/7 Network Operations Center (NOC) activities. The role will translate business and security requirements into an integrated architecture across on‑premises, private cloud, and public cloud (AWS, Azure, GCP, OCI), drive automation and telemetry, and ensure tight alignment between NOC and Security Operations Center (SOC). This position will be within United States and will be fully remote.
Responsibilities
- Architect and govern end-to-end network, cloud, and infrastructure solutions to support 24/7 monitoring, incident management, and operational runbooks.
- Define and maintain reference architectures, standards, and patterns for routers, switches, firewalls, load balancers, servers, and virtual/cloud network constructs.
- Design monitoring and observability architectures that integrate network performance and security telemetry (e.g., SolarWinds, NetScout, Cisco Prime, Splunk) for improved MTTD/MTTR.
- Specify and oversee integration of monitoring tools, dashboards, alerting pipelines, and automated remediation/orchestration workflows for Tier 2 NOC and escalation to Tier 3/SOC.
- Ensure security is embedded into operational workflows: threat detection, analytics, automated validation, and response playbooks coordinated across NOC and SOC.
- Architect telemetry and logging pipelines to support detection, validation, forensics, and recovery from security-relevant events across hybrid environments.
- Define cloud monitoring and management strategy and patterns for AWS, Azure, GCP, OCI, and private cloud (telemetry, network visibility, identity, and access controls).
- Collaborate with vendors and ISPs; design escalation, dispatch, and vendor-management processes; support scheduling and change/maintenance windows.
- Establish data models, event classification, priority definition (P1/P2), and shift turnover reporting standards for situational awareness.
- Drive network automation, IaC (infrastructure as code), and deployment patterns to reduce manual toil and improve consistency and recoverability.
- Provide technical leadership and guidance to engineering, NOC, and SOC teams; review designs, perform architecture risk assessments, and participate in incident postmortems.
- Define KPIs, service-level objectives, and reporting for operational health, security posture, and service continuity.
Qualifications
Bachelor’s degree in Computer Science, Information Technology, Engineering, or equivalent experience with 12+ years (or commensurate experience)
Required Skills and Experience
- 8+ years of enterprise architecture, network engineering, or cloud architecture experience supporting large-scale production networks and operations.
- Deep experience with network devices and services: routing/switching, BGP/OSPF, firewalls, load balancers, SD-WAN, VPNs.
- Strong cloud architecture experience across at least two public cloud providers (AWS, Azure, GCP, OCI) plus private cloud exposure.
- Hands-on experience integrating and architecting observability and monitoring stacks (e.g., SolarWinds, NetScout, Splunk, Prometheus, Grafana) and SIEM integration.
- Proven track record embedding security into operational workflows and close collaboration with SOC functions.
- Experience with network automation, IaC (Terraform, Ansible, CloudFormation), APIs, and scripting (Python, PowerShell).
- Familiarity with incident management processes, ticketing systems, and escalation matrices.
- Excellent communication skills; able to produce architecture artifacts, runbooks, and present to technical and executive stakeholders.
Competencies and traits
- Strategic thinker with practical hands-on implementation experience.
- Strong problem-solving, stakeholder management, and facilitation skills.
- Ability to work across 24/7 operational teams and influence cross-functional processes.
- Detail-oriented with focus on resiliency, security, and automation.
