Job Description Business Analyst III (B25)

DFPS is undertaking a multi-phase initiative to transform its case management system and replace the legacy IMPACT platform with a new Comprehensive Child Welfare Information System (CCWIS) designed to better support the agency’s mission and operational needs. Building on the agency’s legislative planning effort, including development of the December 2024 transition report to the Texas Legislature, stakeholder engagement activities, market research, and legislative funding approved in 2025, DFPS is now moving from planning into implementation readiness for a modern, modular, cloud-based solution. This effort includes strategic planning, business process redesign, federal CCWIS and Advanced Planning Document (APD) readiness activities, procurement and vendor onboarding support, data quality and migration planning, interoperability and bidirectional data exchange planning, organizational readiness, training support, and design activities.

DFPS is seeking professionals to serve as members of the Case Management Transformation Program (CMTP) team. Positions in this role support DFPS’s Comprehensive CCWIS transformation initiative and work collaboratively with program, operational, and information technology partners.

The individual selected will represent the Records Management Group and contribute to business process analysis and redesign, solution design activities, requirements development, and the review of project deliverables. This role ensures alignment with DFPS child welfare practice, policy, federal CCWIS requirements, and stakeholder needs for Records Management Group.

This position is classified as a full-time teleworking position (40 hours a week), with occasional required travel to DFPS offices. DFPS in-office days will primarily be in Austin, but may include travel to other areas in Texas. Work outside of regular hours may be required. Work will be performed under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions

Essential duties and responsibilities include, but are not limited to:

  • Participate as an active member of the CMTP project team throughout the duration of the project (Project is slated to end FY 2032)
  • Analyze current child welfare business processes and support future-state process design
  • Contribute subject matter expertise to requirements development, solution design, and system reviews
  • Review project documentation, vendor deliverables, and solution concepts for alignment with DFPS program and operational needs
  • Collaborate with DFPS program staff, IT teams, and vendors to support implementation readiness activities
  • Provide input on risks, dependencies, and operational impacts related to system transformation
  • Support cross-functional coordination between business and technical stakeholders
  • Attend conferences, consult with counterparts at other agencies, conduct research online, and follow emerging trends to ensure that business practices are efficient, effective, and contemporary, meeting current industry standards.
  • Evaluate business operations, identify opportunities for improvement, and design and recommend solutions to improve business operations through policy development and revision, proposals, and reviews with division leadership.
  • Collaborate with stakeholders to plan and evaluate internal functions, program activities, business development strategies, and technical processes to ensure business needs are met.
  • Collaborate with users and team members to understand and document business processes and provide training on business solutions, applying change management principles.
  • Communicate planning and key decisions by program and IT leadership and management to appropriate audiences.

Initial Screening Criteria

  • Strong written and verbal communication skills, including the ability to present technical concepts to non-technical audiences.

Other Information

Serve as the Records Management Group's primary business representative and Enterprise Content Management (ECM) subject matter expert for the Case Management Transformation Program (CMTP). Represent the Records Management Group in executive, business, and technical meetings by advocating for records management business requirements and ensuring the Enterprise Content Management solution integrates seamlessly with the Comprehensive Child Welfare Information System (CCWIS). Collaborate with program staff, information technology teams, vendors, and project stakeholders to ensure the proposed solution supports records lifecycle management, document capture, storage, retrieval, retention, disposition, security, interoperability, and compliance with applicable federal and state laws, regulations, and agency policies.

Serve as the liaison between Records Management Group and technical project teams by translating operational needs into business and functional requirements, evaluating proposed system designs, reviewing vendor deliverables, identifying business process improvements, and providing recommendations that align technology solutions with agency objectives and industry best practices. Represent Records Management Group throughout business process redesign, solution design, testing, implementation readiness, organizational change management, and phased deployment activities to ensure the future-state solution supports operational excellence and long-term sustainability. This role requires the ability to effectively communicate with executive leadership, technical staff, project teams, vendors, and business stakeholders while exercising considerable initiative, independent judgment, and strategic thinking.

This position is project-based and is tied to the duration of the Comprehensive Child Welfare Information System (CCWIS) Transformation Program, currently anticipated to continue through Fiscal Year 2032. As the project progresses from implementation readiness into phased deployment, work assignments and responsibilities will evolve to support changing program priorities, solution implementation activities, and organizational needs.

Regular travel will be required to participate in stakeholder meetings, business process workshops, vendor demonstrations, design sessions, testing activities, training events, and other project-related engagements. The selected candidate must successfully complete all required background checks and maintain compliance with DFPS policies, security requirements, and confidentiality standards as a condition of employment. This position requires a high degree of professionalism, collaboration, and the ability to effectively represent the Records Management Group throughout one of the agency's most significant technology transformation initiatives.
