Goodwill Industries of the Chesapeake (GIC) is seeking an experienced Project Manager to oversee janitorial and floor care operations for the MTA Light Rail Facilities Contract. This role is responsible for managing contract performance, staff supervision, quality assurance, safety compliance, and customer service across multiple transit facilities, kiosks, and booth locations.

The ideal candidate is an experienced operations leader who excels at managing large teams, maintaining service standards, building customer relationships, and ensuring contractual compliance in a fast-paced, multi-site environment.

What You'll Do

• Manage the MTA Light Rail janitorial services contract in accordance with all contract requirements and performance standards
• Ensure contract deliverables, staffing levels, quality standards, and service expectations are consistently met
• Serve as Goodwill's primary point of contact with the MTA Project Manager and attend regular contract review meetings
• Coordinate staffing coverage across multiple locations, shifts, weekends, and holidays
• Develop and maintain standard operating procedures (SOPs) and problem escalation processes
• Directly supervise custodial supervisors, lead workers, floor technicians, and cleaning crews
• Build and maintain a positive, accountable, and safety-focused team culture
• Coach, mentor, and develop supervisors and staff to improve performance and leadership skills
• Conduct regular staff and safety meetings
• Resolve employee concerns and workplace issues proactively
• Oversee daily inspections and quality assurance processes to ensure contract compliance
• Monitor service performance and implement corrective action plans when needed
• Ensure all required documentation, reports, and quality records are completed accurately and on time
• Maintain compliance with MTA safety requirements, organizational policies, and contract standards
• Coordinate Safety Data Sheet (SDS) approvals and ensure proper handling of cleaning products and materials
• Manage contract documentation, reporting, inventory, scheduling, labor tracking, and invoicing requirements
• Monitor supply and equipment inventories and ensure resources are available to support operations
• Develop annual floor care schedules and coordinate special cleaning projects
• Review incidents, accidents, and safety reports and recommend corrective actions
• Protect company assets and ensure proper use of equipment and vehicles
• Coordinate transportation and staffing support for satellite facilities, kiosks, and booth locations
• Operate company vehicles as needed
• Ensure all staff are properly trained, credentialed, and compliant with site requirements

What We're Looking For

Required Qualifications

• High school diploma or equivalent
• Minimum 5 years of supervisory custodial experience in a large department, multi-site operation, or contract environment
• Experience managing supervisors and frontline staff
• Valid driver's license and ability to meet Maryland insurance requirements

Preferred Qualifications

• College coursework or degree
• Experience managing public sector, state, transit, or government service contracts
• Experience with AbilityOne or workforce development programs
• Experience working with individuals with disabilities

• Strong operations and contract management skills
• Experience leading large teams across multiple locations
• Knowledge of custodial equipment, floor care processes, and quality assurance programs
• Ability to analyze operational data and implement performance improvements
• Excellent verbal and written communication skills

• Proficiency with Microsoft Office, reporting tools, and database systems
• Ability to build positive relationships with customers, staff, and community stakeholders

Supervision

• Directly supervises approximately 5-7 supervisors and team leads
• Indirectly oversees approximately 20-25 custodial employees

Physical Requirements

Medium Physical Demand

• Ability to lift up to 50 pounds with frequent lifting and carrying up to 25 pounds
• Regular walking, standing, bending, climbing, reaching, pushing, and pulling

Travel Requirements

• Up to 25% travel between MTA facilities, kiosks, and satellite locations
• Personal vehicle required
• Ability to operate company vehicles

Work Environment

• Exposure to facility maintenance and custodial environments
