This Senior System Engineer position is a strategic role within the systems development lifecycle, bridging the gap between architectural vision and detailed implementation. The role encompasses the full spectrum of systems engineering, from defining domain architectures and producing component specifications, to managing requirements, planning development projects, and ensuring alignment with enterprise standards.

Responsibilities:

  • Contributes to the development of domain architectures in specific business, infrastructure or functional areas.
  • Produces specifications of cloud-based or on-premises components, tiers and interfaces, for translation into detailed designs using selected services and products.
  • Supports projects through the preparation of technical plans and application of design principles.
  • Aligns solutions with enterprise and solution architecture standards (including security).
  • Defines and manages scoping, requirements definition and prioritisation activities for small-scale changes and assists with more complex change initiatives.
  • Follows agreed standards and applies appropriate techniques to elicit and document detailed requirements.
  • Reviews requirements for errors and omissions.
  • Prioritises requirements and documents traceability to source.
  • Provides input to the requirements baseline.
  • Investigates, manages and applies authorised requests for changes to base-lined requirements, in line with change management policy.
  • Plans and drives systems development projects which support the organisation's objectives and plans.
  • Selects, adopts and adapts appropriate systems development methods, tools and techniques.
  • Ensures that stakeholders are aware of required resources and that they are made available.
  • Facilitates availability and optimum utilisation of resources.
  • Monitors and reports on the progress of development projects.
  • Ensures projects are carried out in accordance with agreed architectures, standards, methods and tools and addresses security and privacy requirements.
  • Develops road maps to communicate future development activity.

Essential Qualifications & Experience:

Required:

The service contractor will be required to have system engineering, domain, and user-oriented capabilities. The following skills are considered particularly important:

  • System-of-systems engineering and lifecycle management
  • Requirements engineering and traceability, including use of structured tooling such as DOORS or equivalent
  • Technical baseline and interface management
  • Integration planning and verification strategy development
  • Operational domain knowledge, particularly in AirC2, federated mission operations and NATO operational constructs
  • Human factors, usability analysis and user journey assessment

The service contractor will be required to have a Bachelor of Science (BSc) degree at a nationally recognised/certified university in a technical subject with substantial Information Technology (IT) content and 3 years post-related experience. As an exception, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that are of interest to the NCI Agency; namely, at least 5 years of extensive and progressive experience in the duties related to the functions of this post.

Desired:

  • Prior experience of working in an international environment comprising both military and civilian elements.
  • Knowledge of NATO organization, internal structure and resultant relationships.
