Full description

The Manager, Materials oversees and directs materials-related quality control operations for construction projects, ensuring conformance with DOT standards, safety regulations, and project specifications. This role is responsible for managing project staff, coordinating daily materials testing and documentation, and maintaining strict compliance with internal and external quality requirements. The Manager, Materials ensures projects are executed efficiently, accurately, and safely while supporting the overall success of the Materials department. 

 

What you will do:  

  • Oversee project personnel, workload allocation, scheduling, and field operations to ensure smooth execution of project deliverables. 
  • Ensure project compliance with FDOT quality control standards, specifications, and safety regulations. 
  • Prepare, review, and maintain all required project documentation, including test reports, logs, and compliance records. 
  • Monitor project budgets and resources to maintain cost efficiency and meet departmental objectives. 
  • Serve as a primary point of contact for contractors, clients, field staff, and internal stakeholders. 
  • Ensure proper sampling, testing, and inspection procedures are followed on all job sites. 
  • Provide coaching and leadership to field and lab staff to support performance, safety, and quality expectations. 
  • Identify and resolve issues related to materials testing, compliance, scheduling, or contractor needs. 
  • Promote a culture of safety, accuracy, collaboration, and continuous improvement. 
  • Participate in short‑range business development activities supporting growth of laboratory services. 
  • Perform other duties as assigned. 
  • Positions self to access tools and materials in various locations.  
  • Traverses job sites having uneven terrain, slopes, confined spaces, or reinforced trenches.  
  • Moves materials weighing up to 75 pounds periodically.  
  • Conducts visual assessments of task quality and job site safety. 
  • Ascends/descends into job site areas to complete inspections and data collection. 
  • Operates tools requiring fine motor skills. 
  • May remain in stationary position for extended periods.  
  • Executes specific goals & operational plans for assigned teams against Group plans. 
  • Plans for upcoming work, allocates budgets, & schedules needed resources.  
  • Maintains adherence to quality standards and administrative policies (e.g., time sheets, expense reports). 
  • Leads people through coaching and development, effective performance management, and hiring and workforce planning. 
  • Oversees budgets and project portfolios aligned to team goals. 
  • Manages risk and resource planning for successful delivery. 
  • Manages day-to-day client relationships, ensuring consistent communication, issue resolution, and client satisfaction.  
  • Builds strong client relationships that support retention and repeat work.  
  • Identifies and communicates opportunities to expand services or engage new clients, supporting business development efforts and documenting pursuits. 

 

What you will bring:   

  • High School Diploma or equivalent required. 
  • Experience managing DOT construction materials projects required. 
  • Experience leading teams in construction, materials testing, or quality control environments. 
  • Experience preparing technical reports and project documentation. 
  • Relevant DOT certifications in construction materials testing and quality control required.  
  • Proficiency with Microsoft Office (Excel, Word, Outlook) and Adobe Acrobat. 
  • Experience with laboratory information management systems (LIMS) such as Metafield or comparable QA data platforms.  
  • Primary work environment includes both office and field settings. 
  • Must be able to work onsite at a WSB office, as needed, up to five days per week, as required by the project, client, or hiring manager. 
  • Full‑time position; schedule may involve occasional extended hours to meet project or client needs. 
  • Travel or field visits may be required to support project needs or stakeholder collaboration. 
  • Travel may be required.
