JOB DESCRIPTION
The responsibility of this position is to drive and manage the Keppel submarine cable infrastructure projects which includes the following activities.
- Work with the Joint build partners, customers and internal business/commercial teams and implement new subsea cable projects through diverse, secure and practical routes that meet all stakeholders needs and where there is a customer demand.
- Convert the business requirements into partnership model subsea cable project and work out the project plan for execution with Joint build partners, landing service providers and internal teams.
- Develop ownership and participation structures for consortium projects and work on the Joint Build Agreements (JBA), Landing Party Agreements (LPA), Memoranda of Understanding (MOU), IRU Consortium Agreements as required .
- Consolidate budget inputs from Suppliers, Landing parties, Service providers, Permitting consultants, Internal stakeholders.
- Track Approved budgets, Committed costs, Actual expenditure, Forecast expenditure, Cost-to-complete, Identify cost overruns and financial risks and recommend corrective actions where required for the Supply and Non-Supply items of the Project.
- Manage cost-sharing arrangements among consortium partners, cost allocation methodologies, billing/reimbursement, and cost recovery processes, Monitor compliance with agreed partnership arrangements.
- Evaluate project agreement risks and recommend mitigation strategies.
- Review and support the development of schedules, project milestones, implementation plans, and commissioning strategies.
- Work with the submarine cable vendors & partners and drive the implementation of the submarine cable system including design, manufacturing and installation activities.
- Collaborate with the landing service providers, vendors, partners and various internal teams and ensure that the purchasers’ deliverable items (say permits, cable landing station, fronthaul route, wayleave/lease for the land, etc.) are made ready on or before the target timelines, which also includes the formulation and execution of agreements from the technical aspects.
- Work closely with the customers, partners and suppliers on project implementation activities like site survey, design/build of CLS, installation, testing and commissioning of submarine cable and terminal equipment and follow up regularly to get all activities completed on time.
- Ownership and management of the customer experience and relationship management;
- This position serves as a subject matter expert and a point of contact for the customers and partners on the implementation of the subsea cable projects.
- Conduct periodic review meetings with partners/customers/stakeholders and various vendors/providers to discuss about performance, issues and related action items.
- Travel may be required within the region or other regions to assist at various sites. Must have good communications skills.
- Project activities can often require after-hours coordinated activity and/or unplanned after-hours accessibility involving customer specific.
- Ability to multi-task and work independently with minimal supervision in a non-structured environment. Superior interpersonal skills required to work with suppliers, partners, customers and internal departments for managing the life cycle activities of the submarine cable.

JOB REQUIREMENTS
- Degree in Engineering. (Electrical, Electronics or Telecommunication Engineering)
- At least 7 to 10 years + relevant experience in submarine cable operations or submarine cable projects
- Experience in driving submarine cable projects especially on the conceptualization, design, vendor selection, contract forming and Project implementation stages.
- Experience in working with submarine cable equipment like PFE, monitoring equipment, OADM, SLTE, OTDR/COTDR, Spectrum analyzer, etc.
- Experience in handling customer service delivery, assurance or partnership management.
- Well-developed analytical and problem-solving skills, with the ability to set priorities, recognize basic causes, and recommend problem solutions that meet the practical needs of the business
- Good communication skills (both written and verbal)
- Balanced interpersonal style; a team player able to work effectively with employees at all levels
- Self-starter, able to take initiative and work with minimum direction in a fast-paced environment
- Ability to work under severe time pressure
