This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Database Administrator Master based in the United States.

This senior technical role will serve as the database authority for a mission-critical federal financial management environment. You will oversee the Oracle E-Business Suite database tier across Development, testing, training, disaster recovery, and Production environments. The position carries responsibility for availability, performance, data integrity, security, patch management, and recoverability. You will provide senior-level expertise during critical incidents, including issues that could affect nightly processing or major financial reporting deadlines. The role combines hands-on database administration with federal security, compliance, change management, and audit requirements. You will also support complex integrations, disaster recovery operations, vulnerability remediation, and technical governance activities. This primarily remote opportunity offers the chance to apply deep Oracle expertise to a high-impact federal program supporting essential financial operations.

Accountabilities

• Serve as the senior database authority across Development, QA/Test, UAT, Training, COOP/Disaster Recovery, and Production environments under a formal Instance Management Plan.

• Install, configure, secure, harden, monitor, and maintain Oracle database environments while ensuring data integrity and operational reliability.

• Perform database backups, restores, instance overlays, refreshes, encryption, and media-management activities across all environments.

• Maintain custom and core database tables in Development and Test environments and conduct security scans with documented analysis and findings.

• Tune database performance, optimize capacity, manage tablespaces, and proactively size infrastructure against anticipated workloads.

• Monitor availability and business-critical nightly batch processing while supporting contractual uptime requirements and minimizing operational disruption.

• Track and report performance metrics through established quality-control and monthly reporting processes.

• Manage Oracle quarterly Critical Patch Updates and Patch Set Updates, assess vulnerabilities, communicate impacts and recommendations, and coordinate timely remediation.

• Support production releases by contributing database requirements to release and deployment plans, followed by post-deployment monitoring and stabilization.

• Administer the Oracle middle tier, including middleware installation, application-process deployment, security hardening, and SSL management.

• Support COOP and disaster-recovery capabilities, including secure backups, off-site transfers, recovery procedures, and resilience activities.

• Provide database-side support for numerous internal and external financial, payment, payroll, procurement, and reporting interfaces.

• Act as the database subject matter expert for Tier 2 and Tier 3 escalations that cannot be resolved through application-level troubleshooting.

• Analyze and remediate vulnerabilities identified through automated and manual scans, including closure of associated POA&M items.

• Provide database-tier evidence and technical input for Authority to Operate documentation, audits, access reviews, and security assessments.

• Enforce separation of duties and ensure privileged database activity is appropriately logged, monitored, and controlled.

• Prepare database and asset updates and contribute to configuration, patch, asset, instance-management, and contingency plans.

• Identify opportunities to automate monitoring, health checks, operational processes, and change migration using scripting and other technical solutions.

Requirements

• Minimum 8 years of hands-on Oracle E-Business Suite application experience.

• Extensive expertise administering Oracle databases across complex, multi-environment enterprise landscapes.

• Strong knowledge of Oracle database installation, configuration, security controls, hardening, performance tuning, tablespace management, backup/recovery, and data integrity.

• Demonstrated experience managing Development, QA/Test, UAT, Training, COOP/DR, and Production environments under formal governance processes.

• Strong understanding of Oracle patch management, including Critical Patch Updates, Patch Set Updates, vulnerability assessment, and controlled deployment.

• Experience with Oracle middleware, application processes, SSL management, and database-tier infrastructure.

• Strong knowledge of disaster recovery, business continuity, backup encryption, off-site media management, and recovery-point objectives.

• Experience supporting federal financial systems, security controls, audits, and Authority to Operate documentation is highly desirable.

• Working knowledge of federal security and compliance requirements, including vulnerability remediation, POA&M management, privileged access controls, separation of duties, and audit readiness.

• Strong troubleshooting and escalation-management capabilities, with the ability to diagnose complex production database issues under time-sensitive conditions.

• Excellent analytical, documentation, communication, and stakeholder-management skills.

• Experience with Oracle EBS, Oracle Analytics Server, Tungsten MarkView and Capture, REST APIs, ReactJS-based custom interfaces, and PIV-card Single Sign-On integrated with Azure is preferred.

• Experience supporting federal interfaces such as G-Invoicing, IPP, CARS, CIRA, SPS, Data Act Broker, FPDS-NG, SAM, NFC, GrantSolutions, PMS, ETS2/Go.Gov, AMS, and Citibank Purchase Card is advantageous.

• Experience with Oracle Projects and related accounting structures, as well as federal financial reporting cycles such as GTAS, DATA Act, Treasury Report on Receivables, Federal Financial Report, and Annual Financial Report, is a plus.

• Experience with Storage Area Network design, configuration, utilization monitoring, redundancy, and performance is desirable.

• Proficiency with automation and scripting languages such as Shell, Perl, or Python for monitoring, health checks, and change migration.

• Ability to obtain and maintain a Public Trust.

• Ability to provide occasional onsite support in Washington, DC, as required.
