Location: Based in Mogadishu, Somalia, with remote technical support to Djibouti and Ethiopia.

As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti. Action Against Hunger-USA has over $100 million in Programs, and approximately 1,100 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.

• Job Summary

Action Against Hunger seeks a Data Analyst to provide technical data support to a regional consortium Program in title: Institutionalizing Interoperable Multi-Hazard Anticipatory Action -IMPAACT Program, a 24-month DG ECHO-funded regional Disaster Preparedness action. The consortium comprises Action Against Hunger (Lead), IGAD/ICPAC, and two local implementing partners, PAPDA and SCAP. The postholder will lead routine data management, analysis, dashboard maintenance, data visualization, validation and reporting processes that underpin Program monitoring, learning, decision-making and anticipatory action. Under the direct supervision of the Regional MEAL Specialist for IMPAACT Program, s/he will support the collection, cleaning, validation, management and analysis of Program and risk-related data to generate timely, accurate and reliable evidence. S/he will also work closely with the ICPAC Anticipatory Action and data analysis experts, Regional Program Consortium Coordination, Regional Climate, Environment and AA Consultant/ Modeling Expert, Country Focal Persons, and relevant ACF and IGAD/ICPAC as well as local partners teams to strengthen data quality, consistency, interoperability and use across the Program. S/he will be responsible for the development and maintenance of the IMPAACT Program databases, dashboards and analytical products, including the analysis and interpretation of climate, epidemiological, displacement, protection and other risk information relevant to multi-hazard preparedness, anticipatory action, cross-border trigger systems, preparedness and contingency planning across Ethiopia, Somalia and Djibouti, with particular emphasis to risk-informed preparedness and anticipatory action processes across the three program countries, including on urban disaster preparedness in Djibouti. S/he will contribute to the consolidation and interpretation of country-level data for regional reporting and Program learning, provide technical support and coaching to relevant staff and partners on data management and analysis, and ensure that data processes and outputs comply with ACF standards, DG ECHO requirements and relevant Program procedures.

Purpose

The Data Analyst provides technical data management, analysis and reporting support to the IMPAACT Program, ensuring reliable, harmonized and decision-relevant data to support implementation across the three countris. The position supports data quality and validation, database and dashboard maintenance, data visualization, interoperability and analytical processes, contributing to multi-hazard risk analysis, anticipatory action and trigger systems, preparedness and contingency planning, Program monitoring, operational decision-making and DG ECHO reporting. The position also underpins gender responsive analysis through consistent sex, age and disability disaggregation, supports the analysis of accountability and community feedback data, and contributes to the documentation and sharing of learning across the consortium. Under the technical guidance of the Regional MEAL Specialist – IMPAACT Program, and in collaboration with ICPAC AA and data analysis experts, the postholder will support the effective use of risk and anticipatory action information to strengthen evidence-based preparedness and early action.

Engagement

The Data Analyst will primarily engage with internal regional and country Program teams, MEAL colleagues, technical specialists and relevant ACF and IGAD/ICPAC as well as local partners teams to support data management, analysis, reporting and the effective use of Program information across the IMPAACT Program. Internally, the postholder will work under the direct supervision of the Regional MEAL Specialist – IMPAACT Program, with technical collaboration from the Regional Program Consortium Coordination, Regional Climate, Environment and AA Consultant/Modelling Expert, ICPAC AA and data analysis experts, and Country Focal Persons. Internal engagement also includes the consortium partners PAPDA and SCAP, whose reported data the postholder will consolidate and quality assure. Externally, engagement will mainly involve participation in relevant Technical Working Groups (TWGs), coordination forums and technical exchanges, as required, particularly those related to anticipatory action, data analysis, risk information and preparedness systems. These include the Regional Anticipatory Action Technical Working Group (TWG), national early warning and disaster risk management TWGs, information management TWGs, and IPC and FSNMS technical processes. The postholder will also provide data and analytical inputs to DG ECHO monitoring visits and technical exchanges, channeled through the Regional MEAL Specialist and the Regional Program Consortium Coordination The role will focus on technical collaboration, data and information exchange, user support and capacity strengthening, rather than institutional representation, external leadership or formal stakeholder coordination.

Delivery

The Data Analyst is responsible for the timely delivery of routine data management, cleaning, validation, analysis, develop dashboard for the IMPAACT Program, link and synchronize updates and generate reporting outputs across the IMPAACT Program key indicators, including forecast models. The postholder will maintain established databases and digital data tools, support the integration and analysis of Program and risk information, and contribute to trigger monitoring and anticipatory action information processes. S/he will ensure that data outputs are accurate, consistent, accessible and delivered within agreed Program timelines and in accordance with DG ECHO requirements, ACF data management standards and IMPAACT Program frameworks and results matrices. The role applies established data management and analytical procedures, provides timely technical inputs for Program monitoring, reporting and decision-making, and supports continuous improvement of data quality and usability without owning overall systems architecture or strategic analytical direction.

• Essential Job Duties

• Early Warning and Multi-Hazard Data Management (25% LoE)

• Source, manage, clean, validate and analyze Program risk-related data from government, regional, partner and other relevant sources across Ethiopia, Somalia and Djibouti, ensuring accuracy, consistency and reliability.

• Provide analytical support to the development, refinement and monitoring of multi-hazard trigger matrices, Early Action Protocols (EAPs), SOPs and trigger-monitoring mechanisms.

• Monitor, analyze and support the verification of triggers in collaboration with ICPAC AA and data analysis experts, ACF technical specialists and country teams.

• Integrate and analyze climate, epidemiological, displacement, protection and other relevant risk information to strengthen multi-hazard risk analysis and anticipatory action decision-making.

• Support preparedness planning, simulations and stress-testing exercises through timely data analysis, mapping, visualization and evidence generation, particularly in Ethiopia, Somalia and Djibouti.

• Contribute to after-action reviews and learning processes by analyzing operational data, documenting findings and translating lessons into practical recommendations for preparedness and anticipatory action.

• Support interoperable data exchange between Action Against Hunger and IGAD/ICPAC systems, including agreed data standards, metadata, common administrative and geographic codes and, where applicable, application Programming interfaces.

• In coordination with the met offices, climate modeling expert support the process and analyze earth observation and climate datasets used in trigger monitoring, including rainfall, vegetation condition, temperature and flood extent products, in collaboration with ICPAC.

• Maintain a trigger monitoring log that records observed values against thresholds, verification steps, decisions taken and the evidence base for each activation and non-activation, so that decisions remain auditable for DG ECHO and for learning.

• Database development and Management (30% LoE):

• Design and manage databases for the IMPAACT Program , assessments, early warning, detections and ensure alignment and database interoperability with external platforms such as ICPAC, SCALLA and e.t.c. Develop and maintain databases, dashboards, data visualizations, maps and other analytical products to support Program monitoring and decision-making, including development of CFRM data management platforms for the Program, when needed or integration of CFRM database with the IMPACT program database.

• Support timely development of datasets, properly analyzed data and generated analytical summaries that addressed the needs of the team

• Identify data quality issues and troubleshoot database-related challenges on an ongoing basis and propose/ implement appropriate solutions. Ensure data quality procedures, checks, and appropriate backups maintained

• Develop and ensure regular updates of dashboards of indicators and provide access to project staff or key stakeholders across the 3 countries.

• Coordinate with all countries, components to ensure smooth and timely flow of data and data processing. Maintain an up-to-date catalog of all regional MEAL tools and forms

• Regularly update database user manuals, including data standards, procedures and definitions for databases.

• Manage and maintain data systems, including data entry, validation, and routine data quality checks to ensure accuracy, completeness, and timeliness.

• Lead the roll-out of real-time reporting, including the development of a training plan, facilitating training to database users, monitoring and reporting on the effectiveness of the system and adjusting accordingly

• Generate routine and ad hoc reports from database , and support visualization and dissemination of key indicators for decision-making.

• Maintain appropriate documentation and back up of datasets, data scripts, data sources, methodologies, analytical processes, assumptions, validation procedures and data flows to ensure transparency and traceability. Maintain an organised repository of key datasets, analytical outputs, dashboards and supporting documentation to facilitate institutional learning and reporting.

• Program Analytics and Reporting (20% LoE)

• Conduct Program analytics to identify trends, patterns, gaps and performance issues and generate actionable insights for Program implementation, adaptation and learning.

• Consolidate, analyse and interpret country-level Program data to support regional monitoring, performance review, learning and evidence-based decision-making.

• Develop analytical summaries, dashboards, visualizations and other products that communicate Program performance and results to technical and management teams.

• Support the preparation of DG ECHO and Program reports through timely consolidation, analysis and presentation of monitoring and results data.

• Contribute to Program reviews, learning exercises and adaptive management through evidence-based analysis and interpretation of Program data.

• Produce planned against achieved analysis at output and outcome level, flag material deviations early, and support country teams to prepare corrective action plans.

• Automate recurrent cleaning, analysis and reporting workflows using scripted and documented pipelines, to reduce manual processing and shorten turnaround time.

• MEAL process support (10% LoE)

• Ensure that data collection, management, analysis, storage and reporting processes comply with ACF data management and protection , access control , data minimization , and ethical data management and sharing standards, DG ECHO requirements and relevant Program procedures.

• Apply the Action Against Hunger data protection policy and DG ECHO data protection requirements, including data minimization, informed consent, anonymization or pseudonymization of personal and protection sensitive data, and defined retention and destruction schedules.

• Apply no harm and responsible data sharing principles to protection, displacement and conflict related datasets, and escalate any risk of re identification or misuse to the Regional MEAL Specialist.

• Prepare a documented handover of datasets, code, dashboards, credentials and metadata at the end of the action, in line with the consortium data sharing agreement with IGAD/ICPAC

• Support routine data quality assessments and validation exercises, documenting identified issues and following up on corrective actions with relevant teams, and ensure data quality mitigation measures applied consistently.

• In coordination with the regional MEAL specialist, support MEAL processes, including indicator tracking, results monitoring, evidence management, learning, data synthesis and support key learning and report process.

• Identify data gaps, inconsistencies and quality issues and work with relevant teams to address them and improve data availability and usability.

• Support the design and implementation of surveys, and monitoring tools on all applicable platform and tools, including KoboToolbox and SurveyCTO, and ensure quality in survey and monitoring data and clean and ready data for analysis

• Support the design of tools meet AGDI standards in line with DG ECHO and Action Against Hunger MEAL requirements.

• Support baseline, mid term and endline exercises, including sampling support, tool digitization, enumerator training on data collection, real time field data quality monitoring and preparation of clean datasets for analysis.

• Manage and analyze data from the feedback, complaints and response mechanism, and present accountability data for management action.

• In coordination with the MEAL specialist Produce learning briefs, case studies and technical documentation that capture what worked in multi hazard trigger design, activation and anticipatory action delivery, for review , validation and use

• Contribute data and analysis to abstracts, conference submissions and knowledge products developed with IGAD/ICPAC and other regional anticipatory action platforms.

• Regional Coordination and Technical Support (10% LoE)

• Provide technical data and analytical support to the Regional MEAL Specialist, Regional Program Consortium Coordination, Regional Climate, Environment and AA Consultant/Modelling Expert, and relevant regional technical teams.

• Work closely with ICPAC AA, and other ACF sector data managers and program leads to coordinate and data analysis experts and relevant ACF and IGAD/ICPAC technical teams to facilitate regional data exchange, harmonization and joint analytical processes to better inform the IMPACT program forcast

• Support engagement with the Regional Anticipatory Action (AA) TWG by providing relevant data, analysis, visualizations and evidence to inform regional coordination, trigger monitoring, preparedness planning and anticipatory action decision-making.

• Participate in relevant regional AA coordination forums, TWGs and technical meetings, contributing data and analytical inputs as required.

• Facilitate regional information and data exchange and contribute to strengthening the use of evidence across the IMPAACT Program.

• Provide data and analytical inputs to consortium steering and technical committee meetings, including consolidated data reported by PAPDA and SCAP.

6. Capacity Strengthening, Learning and Knowledge Management (5% LoE)

• Develop and deliver practical training and coaching on data collection, cleaning, analysis, visualization and responsible data use for Action Against Hunger staff, consortium partners and government counterparts in Ethiopia, Somalia and Djibouti.

• Introduce the IMPACT Program dashboard to key stakeholders with shared interest, including donor

• Maintain user guides and standard operating procedures for Program databases and dashboards so that systems remain usable through staff turnover and after project closure.

Other duties as required

• Supervisory Responsibilities

• The position does not carry direct line-management responsibility. The postholder provides technical guidance, coaching and mentoring on data management, analysis and visualization to relevant project staff and counterparts in Ethiopia, Somalia and Djibouti. The postholder may technically supervise enumerators, data clerks and short-term consultants engaged for surveys, assessments and data collection exercises Formal line management, implementation oversight and accountability remain with the designated country and Program management structures.

• Fiscal Responsibility

• The position does not hold direct budget management or expenditure authority but contributes to the efficient utilization of resources related to the role by ensuring the timely and effective delivery of assigned data management, analysis and reporting functions within the resources and systems provided. The postholder supports the budget holder by providing accurate cost estimates and consumption data for survey, data collection, software licensing and dashboard hosting lines.

• Physical Demands

• The position is primarily office- and computer-based and requires prolonged periods of sitting, keyboard use and screen-based work, as well as sustained concentration for data management, analysis, visualization and reporting. The position may also require occasional walking and movement during meetings, workshops and field visits.

• During field travel, the postholder may be required to walk on uneven or difficult terrain and work in locations with limited infrastructure and basic amenities. The physical demands described above are representative of those required to perform the essential functions of the position. Where appropriate, reasonable adjustments may be made to enable qualified individuals with disabilities to perform the essential functions of the position.

VI. Working Conditions, Travel and Environment

• The position requires regular attendance during the normal working week and may, when necessary, require work outside normal office hours or on weekends to meet Program, reporting, coordination, operational or other organizational requirements.

• The postholder must be available to travel as required for domestic and international business travel, including travel to Program locations in Ethiopia, Somalia and Djibouti. Field travel may involve remote or difficult-to-access locations, variable road conditions, limited infrastructure and basic living conditions, including basic accommodation where required. The postholder may be exposed to challenging weather conditions and other environmental factors during field visits.

• Depending on the operational context, field assignments may involve working in areas with heightened security risks and limited access to services and amenities. The postholder is expected to comply with ACF security and safety procedures, remain adaptable to changing operational conditions, and take appropriate precautions to minimize exposure to environmental, security and public-health risks.

VIII. Required Qualifications

• Bachelor’s degree in Computer Science, Information Technology (MUST) . Educational background in one of the below is added advantage. Data Science, Statistics, or related field, Public Health, Nutrition, Environmental/Climate Science, Disaster Risk Management, Economics or a related field, preferably with a Master’s degree in a relevant field, from a recognized and accredited university.

IX. Required Skills & Experience

• Minimum five (5) years of relevant professional experience in data management, database administrator data analysis, data visualization, dashboard development, MEAL/M&E or related functions, both in humanitarian or development Programs.

• Proficiency in Database Management Systems (DBMS): Expertise in utilizing DBMS such as MySQL, Power BI, DHIS II, or Microsoft SQL Server is essential for designing, managing, and optimizing databases for assessments, routine checklists, and monitoring and evaluation tools. Ability to manage structured datasets using SQL or an equivalent database language, and to work with application Programming interfaces and automated data pipelines for recurrent data ingestion, is an advantage.

• Ability to write reproducible, documented and version controlled analytical code, including use of Git, is an advantage.

• Data Analysis Skills: Proficiency in data analysis techniques and tools such as Advanced Excel, SPSS, R, Stata or Python

• Experience with Data Visualization Tools: Familiarity with data visualization tools such as Tableau, Power BI, or Google Data Studio

• Knowledge of Monitoring and Evaluation (M&E) Principles: Understanding of M&E principles and methodologies and previously work as part of the MEAL unit in humanitarian organizations

• Excellent Communication Skills: Strong verbal and written communication skills in English and Amharic, and knowledge of additional local languages

• Experience in working operational research in the areas of Environment, DRR, public health , or other social science field

• Demonstrated experience in managing, cleaning, validating, analyzing, interpreting and visualizing multi-source datasets, with strong attention to data quality, consistency, documentation and confidentiality.

• Demonstrated experience developing and maintaining dashboards, data visualizations, maps and other analytical products to support Program monitoring, risk analysis, early warning or operational decision-making.

• Experience working with climate, hazard, early warning, disaster risk and/or other risk-related datasets, including risk or hazard mapping, is highly desirable.

• Experience supporting MEAL/data quality functions, including data quality assessments, validation, data cleaning, indicator tracking and interpretation of Program monitoring data.

• Demonstrated understanding of data protection, informed consent and responsible data management for protection sensitive information.

• Demonstrated experience applying sex, age and disability disaggregation and gender responsive analysis to Program data.

• Familiarity with KoboToolbox/ODK, SurveyCTO, GIS and dashboard or data visualization platforms is desirable.

• Experience supporting anticipatory action, early warning, predictive analytics or data-informed preparedness and early action Programs, preferably in the Greater Horn of Africa/IGAD region.

• Previous experience supporting DG ECHO-funded or other major institutional donor-funded Programs, particularly Programs related to disaster preparedness, anticipatory action, early warning or data-informed early action, is desirable.

• Experience working with government, humanitarian, development and/or regional institutions in Ethiopia, Djibouti or the wider Greater Horn of Africa is an advantage.

• Experience in predictive analytics, artificial intelligence and/or machine learning applied to humanitarian Programming, disaster risk management, early warning or related areas is an advantage.

• Ability to translate complex technical analysis and datasets into clear, concise and actionable information for Program teams, technical specialists and decision-makers.

• Strong ability to work across countries and multidisciplinary teams, manage competing priorities and deliver quality outputs with limited supervision.

• Excellent written and spoken English. Knowledge of relevant local languages used in Ethiopia, Somalia and Djibouti is an advantage.
