Job Summary
CIVHC is seeking a motivated and detail-oriented data analyst to join the Training and Data Enhancement team as Client Relations Direct Support for 411, CIVHC’s customer support and data investigation system. This role is ideal for an analyst with experience working with health care claims data who is ready to take on increasingly complex technical support and analytic responsibilities, exercise greater independence, and deepen their expertise in the Colorado All Payer Claims Database (CO APCD) and related health care data. Analysts at this level work collaboratively with CIVHC’s operational teams - Data Analytics & Insights, Evaluation, Innovation & Research, Data Access, Compliance, and Technology - to investigate complex client questions, develop accurate and consistent technical responses, and support the delivery of high-quality data products and services. Successful candidates are curious, collaborative, client-focused, and passionate about translating complex health care data into actionable information for a variety of stakeholders.
Hybrid Work Model
This position is based in Denver, Colorado. Because CIVHC operates under a hybrid work model with a requirement of at least one in-office day per week (unless otherwise approved), candidates must reside within a commutable distance to the Denver metro area.
Limited relocation assistance may be available for out-of-state candidates who intend to relocate to the Denver area.
Duties / Responsibilities / Essential Functions:
Responsibilities for this position may include, but are not limited to:
- Serve as the primary analyst supporting the 411 client inquiry process by independently researching, investigating, and responding to technical questions related to the CO APCD, data products, methodologies, and reporting.
- Analyze complex health care claims data to validate findings, troubleshoot client issues, and support accurate interpretation of data requests.
- Write and optimize SQL queries to extract, transform, and analyze data; proficiency in at least one additional programming language (R, Python, or similar) is preferred.
- Collaborate with CIVHC’s operational teams - Data Analytics & Insights, Evaluation, Innovation & Research, Data Access & Impact, and Legal & Compliance - to resolve client inquiries requiring cross-functional expertise.
- Interpret data models, business rules, data dictionaries, data submission guides, and technical documentation to ensure consistent application of CO APCD data standards.
- Develop clear, concise written responses and supporting documentation for technical and non-technical audiences.
- Identify trends in client inquiries and recommend improvements to documentation, training materials, business processes, and knowledge management resources.
- Perform quality assurance reviews of technical responses, data extracts, and supporting documentation to ensure accuracy and consistency.
- Maintain documentation of client inquiries, technical investigations, resolutions, and standard operating procedures.
- Stay current on health care industry standards, APCD best practices, coding systems, privacy requirements, and emerging analytic methods.
- Contribute to continuous process improvement initiatives that enhance the quality, efficiency, and consistency of client support services.
- Research, write, edit, or otherwise contribute to reports, articles, memos, publications or other work product produced on behalf of CIVHC.

Required Skills / Abilities:
- Strong analytical and critical thinking skills with the ability to independently investigate, analyze, and resolve complex technical and data-related questions while understanding the underlying causes of analytical results.
- Proficiency in SQL for data extraction, transformation, and analysis, including intermediate SQL concepts such as joins, common table expressions (CTEs), window functions, aggregations, and query optimization; experience with R, Python, or similar analytical tools.
- Ability to independently interpret complex data models, data dictionaries, business rules, and technical documentation to support analytical projects and reporting.
- Experience building, validating, and maintaining datasets, dashboards, reports, and/or other analytical deliverables while applying data quality assurance, validation, and data governance practices.
- Experience working with large, complex healthcare claims datasets, preferred familiarity with APCD claims database structures, fields, and tables.
- Ability to select appropriate analytical methods and approaches within established frameworks while exercising sound judgment and escalating issues outside defined scope.
- Strong written and verbal communication skills with the ability to present analytical findings, explain technical concepts, answer questions about work products, and communicate effectively with both technical and non-technical audiences.
- Fully participates in internal and external meetings, collaborates effectively with project teams and partners, and develops productive working relationships with stakeholders.
- Working knowledge of healthcare claims data, coding systems (ICD, CPT, HCPCS, revenue codes), healthcare data standards, HIPAA, PHI, and related regulatory requirements, applying this knowledge with minimal supervision.
- Excellent organizational and time management skills with the ability to manage multiple priorities, independently complete assignments, and consistently meet service-level expectations.

Education & Experience
Required:
- Bachelor's degree in Public Health, Health Informatics, Computer Science, Biostatistics, Data Analytics, or a related field required; Master's degree preferred.
- Five (5) years of progressively responsible experience in data analysis may be considered in lieu of a degree.
- Two (2) or more years of experience working with healthcare claims data, healthcare analytics, client support, data management, or applied research.
- Experience writing intermediate SQL queries and working with relational databases, including joins, CTEs, window functions, and data transformations.
- Experience building datasets, dashboards, reports, and other analytical deliverables.
- Experience interpreting data models, business rules, data dictionaries, and technical documentation.
- Experience independently investigating complex data questions, selecting appropriate analytical methods, and communicating technical findings to diverse audiences.
- Experience supporting internal stakeholders and external clients, researchers, policymakers, healthcare organizations, or project partners.

The salary range for this position is $75,000 – $85,000, based on experience, education, and internal equity. In addition, this position may be eligible for an organization-wide bonus if certain metrics are met by CIVHC.
