Department Overview The Fraud Prevention Department is a newly established organization founded in April 2026, reporting directly to the President & CEO, created to achieve healthy and sustainable service growth for Rakuten Mobile. It simultaneously pursues user-friendly service design and business profitability and convenience.

Beyond responding to individual fraud cases, the department carries a strategic mission of building the governance framework itself in collaboration with senior management. As a newly established organization, there is the freedom to design systems and culture from scratch without being constrained by precedent.

The department consists of five sections. This position sits within the "Business Collaboration Section."

*Note: While this position handles Fraud Prevention Department work for Rakuten Mobile, Inc., the employing entity will be Rakuten Group, Inc.

Position Details - Fraud Prevention Strategy Planning and Execution   Design systems to predict and control fraud risk in collaboration with each   business unit.

- Mid-to-Long-Term Roadmap Development   Architect forward-looking defense strategies and drive them with clear   prioritization.

- Building a Cross-Organizational Fraud Prevention Management Structure   Serve as the driving force for fraud prevention initiatives by working closely   with Marketing, SHOP teams, and other departments.

- Defense Planning and Execution Plan Development   Develop plans that minimize disruption to each department while maximizing   defensive effectiveness.

Work Environment

[Department Composition] - Headcount: Approximately 20 members in the Fraud Prevention Department   (approximately 5 per section) - Age distribution: 6 in their 20s, 8 in their 30s, 6 in their 40s - New graduate to mid-career hire ratio: 2:8

[Average Overtime] Approximately 20 hours/month *May vary depending on projects and time of year.

Mandatory Qualifications Any one of the following / Target: 3+ years of experience

*Practical experience in fraud prevention is not required.  Candidates from other industries are very welcome.

1.Experience leading business projects at a company   Includes driving initiatives by involving multiple business units such as   marketing, sales, or development.

2.Practical experience in business process improvement or transformation   at a consulting firm or company   Includes problem analysis, solution planning, and coordinating with   internal/external stakeholders. Any industry or company size accepted.

3.Experience planning and driving mid-to-long-term roadmaps at a company   Track record of planning initiatives with a 3+ year horizon, building   internal consensus, and driving execution through to completion.

Desired Qualifications - Team management experience - Practical experience in fraud prevention, security, or AML/CFT-related work - Knowledge in fraud prevention domains: fraud detection, monitoring, or   countermeasure design - Experience using data analysis / BI tools for problem discovery and   decision-making (SQL, BI tools, dashboard design) - Experience leading business automation or systematization projects   (e.g., RPA or workflow system implementation) - Work experience in e-commerce, mobile, fintech, or payments - Ability to quickly understand Rakuten Mobile's business model and   fraud risk structure - Business-level English proficiency (email writing, document creation,   meeting participation)
