[What you will be working on]

  • Plan and lead the release management of library software projects, ensuring seamless delivery of SaaS product upgrades, balancing new features with system stability, and adherence to release timelines. 
  • Conceptualize and perform feasibility studies on new or improved products and services based on user requirements.
  • Translate high-level requirements into detailed process flows, wireframes, operations workflow, and system requirements.
  • Work closely with users on leveraging IT to effectively support their business needs and services as well as to improve current work operations and innovation of new services.
  • Prepare proposal and storyboarding of IT solutions to get buy-in from users and managements.
  • Oversee the design, development and implementation of web applications, technology services, and integration of application systems across different technology platforms.
  • Responsible for end-to-end procurement of IT services, ensuring objectivity, transparency, and best value for NLB and its patrons.
  • Manage the vendors and contracts to ensure that the performance of vendors and deliverables are in accordance with the tender and service level agreements.

[What we are looking for]

  • Degree in IT, Computer Science or equivalent.
  • At least 4 - 8 years of relevant working experience in IT environment.
  • Experience in IT application development & maintenance, with demonstrated ability to manage the entire Software Development Life Cycle (SDLC).
  • Experience in agile development process and user experience design is desired.
  • Experience in the management of library systems technologies (ILS/LSP/Information Discovery) is highly desirable. 
  • Knowledge of web and/or mobile development technologies including RESTful APIs, HTML5, CSS3, JavaScript libraries and frameworks, and information discovery technologies is an added advantage.
  • Good working knowledge of Quality Management Systems and ISO 9000 standards.
  • Good interpersonal and communication skills to manage relevant stakeholders.
  • Familiarity with Government Procurement Process, IM8 guidelines and contract management would have an added advantage.

The work location will be at ESR BizPark @ Chai Chee.

The successful applicant will be appointed on a project contract until 30 Dec 2027.
