The Accountant in Bankruptcy (AiB) is an Executive Agency of the Scottish Government with responsibility for administering the process of personal bankruptcy, administering the Debt Arrangement Scheme and recording Corporate Insolvencies in Scotland. The Agency operates independently and impartially whilst remaining directly accountable to Scottish Ministers.

AiB are looking for a senior business analyst to join their Business Development Team. The role of Senior Business Analyst is critical to helping the Agency ensure its business processes are effective, efficient and capable of adapting to an ever-changing environment.

AiB are embarking on a new Programme to develop an Application Gateway for external stakeholders to access our products. The senior business analyst will lead on an extensive requirement gathering exercise while supporting the project manager to deliver the expected benefits this will bring.

This includes new system functions building links to existing systems, data sharing agreements, introduction of AI and API integration with other services.

The Business Analysts team under the guidance of the Senior Business Analyst aim to continually review and analyse all business processes at AiB with a view to identifying where improvements could be made which have the potential to increase the effectiveness or efficiency of the business. This includes IT development of existing systems and operating models.

The Senior Business Analyst leads on the design and modelling of business-critical processes and through the evaluation of information gathered makes recommendations to the Senior Management Team.

Responsibilities

  • Plan and lead large areas of Business Analysis delivery, owning the challenge, defining and agreeing the scope of delivery for your role within a multidisciplinary team and driving through to successful conclusions.
  • Investigate Strategic and business needs and develop recommendations of service improvement and business solutions.
  • Support in producing business and digital solution materials, e.g. using business and user requirements to produce technical specifications, or business benefit analysis in support of business cases.
  • Act as a source of expertise on accessibility, plain English and user-centred content design, promoting best practice across the organisation.
  • Lead on communicating with stakeholders, clarifying needs and commitments through consultation and consideration of consequences while focusing on user and business needs.
  • Line manager to A3 Business Development officer.
  • Develop or apply communication strategies to build relationships, using informal and formal channels to engage with stakeholders at all levels and resolving conflict where required.
  • Identify and capitalise on improvement opportunities and identifying innovative ways to increase customer satisfaction through good user centred service design.
  • Have people management responsibilities and support mentoring across teams, as required. Actively participates in the DDaT Business Analysis practice events.
  • Work in line with the applicable Digital and Data standards in the Scottish Government, including the s Digital Scotland Service Standards and the Scottish Approach to Service Design.
  • Provide support and advice to the Head of Corporate Services, Director of Case Operations and the Agency Chief Executive as required.
