The Mid-Level Cyber Systems Analyst will provide cybersecurity, threat intelligence, and analytic support to U.S. Marine Corps (USMC) defense acquisition programs. The analyst will assess cyber threats, adversary capabilities, system vulnerabilities, and battlespace conditions to inform acquisition, operational, and risk-management decisions.
Essential Job Functions:
Evaluate the cybersecurity posture of USMC defense programs, ensuring assessments reflect evolving cybersecurity best practices and prioritize threats based on comprehensive cyber analysis.
Assess foreign capabilities to detect, disrupt, deny, degrade, or exploit USMC emissions and signals across the cyber kill chain. This includes emissions associated with targeting, communications, Intelligence, Surveillance, and Reconnaissance (ISR), and other tactical systems, as well as reversible and non-reversible attacks.
Monitor and assess emerging and commercial technologies that state and non-state actors could leverage to detect, disrupt, exploit, or compromise the network infrastructure supporting USMC acquisition programs.
Identify and assess critical environmental and network risk factors, including network classification, baseline activity, system architecture, operating systems, services, connectivity, and bandwidth.
Define network boundaries and identify connected or supporting networks that may require intelligence collection.
Evaluate existing intelligence databases and other sources to identify intelligence gaps and collection requirements.
Conduct open-source research and collect relevant Publicly Available Information (PAI).
Analyze the physical and cyber battlespace to determine how environmental conditions may affect tactical operations and characterize resulting operational impacts.
Assess battlespace information, services, and networks with a focus on confidentiality, integrity, and availability, including mechanisms to protect, detect, respond, restore, and review.
Evaluate additional battlespace characteristics, including security controls, auditing procedures, backup systems, asset locations, architecture, automation capabilities, security policies, baseline activity, and vulnerabilities.
Develop analytic conclusions relevant to Rules of Engagement (ROE), Information Assurance (IA), Computer Network Defense (CND), and Computer Network Attack (CNA).
Identify potential adversary Courses of Action (COAs), including likely objectives, desired outcomes, and the full range of available options, with particular emphasis on the most likely and most dangerous COAs.
Develop adversary COAs from the adversary's perspective of friendly information architecture, including reverse cyber Intelligence Preparation of the Battlespace (IPB).
Evaluate, prioritize, and continuously refine adversary COAs as new intelligence and information become available.
Assess foreign CND and CNA capabilities, limitations, and vulnerabilities.
Evaluate potential vulnerabilities of USMC tactical systems to CNA, including systems supporting targeting, ISR, navigation, communications, and related mission functions.
Provide portfolio-specific threat analysis, subject-matter expertise, and intelligence production in support of Marine Corps acquisition programs.
Plan and conduct Threat Steering Groups with stakeholders from USMC Combat Development & Integration (CD&I) to identify key threat factors and significant risk drivers associated with potential materiel solutions, including impacts to lifecycle cost, performance, schedule, and other acquisition decisions.
Develop and deliver Validated Online Lifecycle Threat Reports (VOLTs), Critical Intelligence Parameters (CIPs), and Capability Development Threat Summaries in support of Marine Corps acquisition programs throughout the Joint Capabilities Integration and Development System (JCIDS) process and the Defense Acquisition System.
Qualifications
Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
Active TS/SCI security clearance with willingness to undergo a Counterintelligence (CI) Polygraph.
Minimum of eight (8) years of experience conducting analysis relevant to this labor category, with a portion of that experience obtained within the past two (2) years.
Bachelor’s degree in a field relevant to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
Comprehensive mission knowledge and technical proficiency, including completion of applicable developmental training and experience.
Demonstrated ability to analyze and communicate insights derived from information that may be incomplete, indirect, highly complex, technically advanced, or seemingly unrelated.
Proven ability to structure analytic assessments using reporting trends and integrate diverse perspectives across analysts, organizations, intelligence disciplines, and data sources.
Ability to work independently and effectively with minimal supervision or direction.
Strong collaboration skills across the Intelligence Community, including experience sharing information, informing or driving collection efforts, and resolving analytic disagreements.
Demonstrated experience producing clear, insightful, comprehensive, and actionable analytic products in support of defense intelligence requirements.
Proven ability to lead analytic teams addressing complex, high-priority, or mission-critical problems.
Experience guiding the selection, design, and application of analytic methodologies, including evaluating arguments and applying validated analytic techniques to challenge assumptions and assess competing perspectives.
