[What the role is]

You will be part of the team overseeing the operation and maintenance of the Air Traffic Management (ATM) support systems. These systems support Air Traffic Control (ATC) and fault management operations such as flight plan processing, Notice to Airmen (NOTAM) submission, data logging and disseminating of essential safety related information.

You will be involved in planning, managing and executing enhancement works and tech refresh upgrades on the ATM support systems. This involves seeking budget approval, managing the project activities, designing of the system architecture, formulating the technical specifications and coordinating with the various vendors.

[What you will be working on]

Key responsibilities include:

  • Lead and manage the ATM support systems related projects, which include replacement of existing systems, perform enhancement works and tech refresh upgrades.
  • Ensure the projects are delivered on time, within scope, and meet defined operational requirements.
  • Design the system architecture and develop the technical specifications for the ATM support systems, which are being deployed both on-site and on cloud platforms.
  • Work with users and stakeholders to formulate the operational, technical, and cybersecurity requirements. Ensure that the replacement systems, enhancements, and upgrades are implemented in accordance with these requirements.
  • Seek approval from the relevant authorities to adopt the proposed system design and technical specifications
  • Formulate the budget required for the projects and devise the system implementation plans. This includes Identifying and mitigating risks which may impact the successful delivery of the systems
  • Perform procurement activities for the enhancement works and technology refresh upgrades, including evaluating proposed solutions.
  • Implement and deploy the ATM support systems with the vendors (including testing and commissioning activities).
  • Support the operation and maintenance activities of the ATM support systems, such as preventive and corrective maintenance.

You are also required to ensure that the ATM support systems are implemented in accordance with the international standards (such as ICAO and Eurocae), as well as applicable governance regulations (such as cyber security requirements). These systems are software intensive, complex and requires high availability.

You will need to work closely with multiple stakeholders (both internal and external), including other government agencies, system suppliers, maintenance operators, operation users, IT consultants etc. to ensure the system(s) meets the required standards and requirements. Stakeholder management is critical, and you are expected to coordinate and liaise with the respective stakeholders.

  • Minimum 5 years of relevant experience in managing, implementing and deploying information centric systems.
  • Proficient in system architecture design and system implementation for both on-premises and cloud setups
  • Familiar with the various cloud products and services (such as AWS and Azure)
  • Well versed in performing testing and commissioning activities, to ensure that the desired technical specifications are met
  • Experience in networking and cybersecurity compliance
  • Good understanding of air traffic control related systems will be a plus point

Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or a contract renewal.
