Role Overview This Systems Software Programmer position serves within the web application development team of a state social services agency's technology services division. The programmer supports the development and lifecycle management of both new and established mission-critical web applications. Responsibilities span front-end visual interface design, backend web services engineering, unit testing, and deployment orchestration. Operating within a modern .NET, SQL Server, and Angular environment, the programmer collaborates with other technical leaders to recommend platform enhancements and maintain secure, scalable data-driven systems. This is a 12-month hybrid contract opportunity with a possibility of extension.
Key Responsibilities
Application Design & Full-Stack Development
- Design, document, and implement robust, encapsulated software subsystems and components utilizing object-oriented programming concepts.
- Develop dynamic, highly scalable web-based applications employing N-tier architectures, C#, ASP.NET, ASP.NET MVC, jQuery, and Angular/PrimeNG.
- Construct, configure, and maintain secure backend database tables and relational schemas natively within Microsoft SQL Server.
- Coordinate with technical leaders to translate subsystem specifications into high-performing frontend interfaces and backend components.
Web Services & Integration Engineering
- Build, configure, and troubleshoot secure data transmission pipelines utilizing WCF services and custom APIs.
- Interact with representative industry and government groups to evaluate and recommend standard data interchange formats, APIs, messaging strategies, and hardware/virtualization setups.
- Implement object-relational mapping (ORM) structures using Entity Framework 6 and design custom reporting utilizing SSRS.
DevOps & Deployment Orchestration
- Manage software version control, build workflows, and automated deployments natively within Visual Studio and Team Foundation Server (TFS).
- Author and execute thorough unit tests, integration tests, and debugging protocols to ensure code quality prior to deployment.
- Support the administration and maintenance of team repository, testing, and build infrastructure.
Collaboration, Support, & Mentorship
- Support Tier 1 through Tier 3 application issues, troubleshooting functional bugs on test and production servers.
- Communicate the operational implications of system-level decisions on subsystems and propose effective mitigation strategies.
- Share technology expertise across the organization, mentoring junior and aspiring software development engineers.
Required Qualifications
- 5 or more years of experience independently designing and implementing medium-to-large-scale software systems and components utilizing .NET architectures.
- 5 or more years of experience developing data-driven applications with relational database engines (such as SQL Server) as a core architectural component.
- 5 or more years of experience building web-based systems employing N-tier architectures, dynamic content, high scalability, and complex security models.
- 3 or more years of professional experience developing with jQuery.
- 5 or more years of experience designing and implementing WCF web services.
- 1 or more years of experience developing front-end frameworks utilizing Angular and PrimeNG components.
- Bachelor's degree in Computer Science, Information Technology, or a related technical field.
Preferred Qualifications
- Practical experience deploying applications within IIS environments (specifically IIS 8.5 on Windows Server 2012 R2).
- Experience utilizing Entity Framework 6 for database integrations and Object-Relational Mapping (ORM).
- Familiarity with designing operational and business intelligence reports utilizing SQL Server Reporting Services (SSRS).
- Prior experience developing and supporting public sector or social services IT environments.
