Geocgi is seeking an experienced GIS Enterprise System Administrator to provide expert-level technical, administrative, and security support for the Defense Intelligence Agency (DIA) Enterprise Support for CIO contract. In this role, you will manage, secure, and optimize complex ArcGIS Enterprise architectures across multiple classification domains, ensuring strict compliance with defense and intelligence community security standards. This position is an onsite opportunity, Monday through Friday DIA facilities in Rosslyn, Virginia, USA.
Key Responsibilities:
- Security & Compliance (ISSO Support): Ensure systems are operated, maintained, and disposed of per security policies. Maintain Assessment and Authorization (A&A) records, conduct periodic compliance reviews, report security incidents, coordinate hardware/software/firmware modifications, and ensure audit records are collected and reviewed.
- Accreditation & Technical Leadership: Act as the technical lead for Esri product accreditation procedures. Support the Risk Management Framework (RMF) / Risk Management Process (RPM) lifecycle by identifying configurations, implementing and assessing security controls, performing acceptance, integration, security, and user testing, and managing technical paperwork.
- ArcGIS Enterprise Administration: Administer, maintain, and tune multi-tier cloud and virtualized enterprise environments (Development, Test, Production, and Backup Production). Configure advanced capabilities including Insights, Dashboards, Story Maps, Portal Web Applications, Image Server, GeoAnalytics Server, and GeoEvent Server.
- Cloud & Infrastructure Management: Administer cloud infrastructure. Handle VM administration, migrate legacy enterprise systems to cloud environments, coordinate with Cloud Broker teams for cost estimates, and leverage ArcGIS Monitor for usage analytics.
- Software Deployment & PKI Integration: Manage software distribution via ASCENT, maintain ArcGIS Online organizational accounts, and ensure seamless integration of the Esri PKI Model with DIA Public Key Infrastructure (including updating internal .NET source code as needed).
- User Support & Community Outreach: Deliver help desk support for ArcGIS Enterprise, Portal, ArcGIS Pro, and desktop tools. Create training documentation, SOPs, and wiki guides. Conduct outreach, briefings, and demonstrations for the DoDIIS community, and represent the agency at industry events.

The following are requirements of the GIS Enterprise System Administrator:
- U.S. Citizen with active DoD Top Secret Clearance
- Onsite Monday through Friday in Rosslyn, Virginia.
- Minimum of 5 years of hands-on experience in enterprise-level GIS administration, systems engineering, or information system security within the Department of Defense (DoD) or Intelligence Community (IC).
- Deep expertise in Esri ArcGIS Enterprise architecture, deployment, tuning, and troubleshooting across multi-tier environments.
- CompTIA Security + Certification.
- Hands-on administration experience with advanced ArcGIS server roles (GeoEvent Server, GeoAnalytics Server, Image Server).
- Strong background in DoD/IC security compliance, RMF/RPM authorization packages, and ISSO support functions.
- Familiarity with classified cloud and virtualized environments.
- Basic proficiency in script maintenance, customization, or .NET source code troubleshooting to support PKI integration.
- Demonstrated ability to act as a technical lead for software accreditation and testing protocols.
- Excellent technical writing skills for completing security paperwork, system diagrams, and standard operating procedures (SOPs).
- Strong communication skills for stakeholder outreach, conducting briefings, and providing user-facing help desk support.
The annual base salary range for this position is anticipated to be $120,000-$165,000 USD. The listed salary range represents our good faith estimate for this position.
