About the Nearshore Delivery Centre (NDC)

The Nearshore Delivery Centre (NDC) is a growing technology delivery hub in Qianhai, Shenzhen, supporting the design, development, testing, and operation of digital solutions across a diverse portfolio of business initiatives. Combining in-house capabilities with a strong partner ecosystem, the NDC brings together expertise in software engineering, quality assurance, platform automation, AI, and data technologies.

With a growing team, an expanded office, and an broadening delivery capabilities, the NDC is on a journey to become a centre of excellence for digital delivery.

We are looking for an experienced Associate NDC Manager, reporting to the NDC Lead, to oversee the day-to-day operations of the Nearshore Delivery Centre. This role is responsible for developing high-performing teams, ensuring effective delivery execution, strengthening operational capabilities, and supporting the continued growth of the NDC.

Key Accountabilities

  • Support the NDC Lead in managing day-to-day operations of the Nearshore Delivery Centre (NDC), ensuring smooth and efficient running across Hong Kong and Qianhai teams
  • Track and manage the NDC delivery portfolio across multiple projects and domains, providing analysis and qualitative commentary on delivery progress, risks, and dependencies, with early warning of potential shortfalls and timely escalation for resolution
  • Manage multiple vendors providing NDC resources, ensuring consistent delivery quality and performance standards against agreed targets
  • Support resource planning, allocation, and utilisation tracking to maintain optimal skill mix and capacity aligned to business demand and portfolio pipeline
  • Prepare regular updates and reporting for senior management and the Digital Leadership Team (DLT), supporting governance forums such as portfolio reviews and delivery oversight meetings with accurate and structured status reporting
  • Act as a key coordination point between Digital teams, business stakeholders, and NDC teams, facilitating strong collaboration and alignment across CLP Digital and wider CLP Group functions
  • Drive continuous improvement of the NDC operating model, delivery processes, and team integration, identifying and implementing opportunities to enhance efficiency, tools, and practices
  • Support the scaling of NDC capability in line with future growth targets, contributing to workforce planning and operational readiness
  • Champion an inclusive, high-performance team culture across Hong Kong and NDC teams, fostering a "One Team" identity, psychological safety, and a sense of shared ownership regardless of vendor or location

Essential Experience for this Role

  • 6–8 years of experience in project, programme, or portfolio management, with broad exposure across technical environments and business domains
  • Experience working in a software/IT delivery environment, with familiarity with agile delivery frameworks (Scrum, Kanban) and related delivery metrics (e.g. sprint velocity, lead time, defect leakage)
  • A recognised university degree
  • Proven experience in vendor management and resource planning across multi-vendor environments
  • Exposure to IT vendor commercials, including T&M models, rate cards, and resource augmentation contracts
  • Experience managing and coordinating multiple stakeholders across teams, functions, and seniority levels
  • Track record of preparing and presenting portfolio or delivery reporting to senior leadership
  • Professional credentials such as PMP, Prince2, Lean Agile Delivery, or equivalent project management certification preferred
  • Change management experience, particularly in team integration or operating model transformation
  • Experience or strong understanding of operating in Mainland China, including cross-border operations and China-specific tooling environments
