Overview/ Job Responsibilities
We are seeking an experienced Business Analyst 4 to provide business analysis, fielding, readiness, and sustainment support for the Ground-based Midcourse Defense (GMD) Element. This position will support the planning and execution of new hardware and software fielding activities, assess operational readiness, coordinate field readiness reviews, and support the transition of new capabilities into operational environments.
The successful candidate will work across engineering, logistics, maintenance, operations, training, and program management organizations to translate technical requirements and program objectives into executable fielding activities. The position will also support readiness assessments, identify and resolve fielding risks, and assist with training GMD maintenance operators on new hardware and software capabilities.
Responsibilities
- Support planning, coordination, and execution of new hardware and software fielding activities across GMD operational environments.
- Lead or coordinate fielding activities from planning and readiness assessment through installation, validation, operational transition, and closeout.
- Develop and maintain fielding plans, schedules, action trackers, readiness metrics, and supporting documentation.
- Coordinate with engineering, logistics, maintenance, operations, cybersecurity, software, and program management teams to ensure fielding requirements are understood and addressed.
- Support and lead Field Readiness Reviews (FRRs) to assess organizational, personnel, hardware, software, documentation, training, logistics, and operational readiness prior to fielding.
- Identify fielding dependencies, risks, issues, and opportunities and coordinate mitigation activities with appropriate stakeholders.
- Analyze program and operational data to identify readiness gaps, recurring issues, and potential impacts to fielding schedules or system availability.
- Support the transition of newly fielded hardware and software into established GMD maintenance and sustainment processes.
- Coordinate with field personnel to validate that required equipment, documentation, procedures, training, spares, tools, and support infrastructure are available prior to operational deployment.
- Support GMD maintenance operator training, including coordination of training requirements, schedules, materials, and personnel.
- Assist with the development and delivery of training for maintenance operators supporting newly fielded GMD hardware and software.
- Collect and analyze feedback from maintenance operators and field personnel to identify training, documentation, usability, or operational gaps.
- Track fielding activities and readiness status through appropriate program databases, information systems, dashboards, and reporting tools.
- Develop executive-level briefings, status reports, metrics, and decision-support products for program leadership.
- Facilitate cross-functional meetings and working groups to resolve fielding and readiness issues.
- Support requirements development, process improvement, and implementation of standardized fielding and readiness processes.
- Maintain accurate program documentation and ensure fielding and readiness records are complete and current.
Minimum Qualifications
- Experience with GMD hardware and software fielding processes.
- Experience supporting GMD maintenance, sustainment, or operational readiness activities.
- Experience developing or executing Field Readiness Reviews and associated entrance and exit criteria.
- Experience coordinating field installations, upgrades, software deployments, hardware replacements, or system modifications.
- Experience developing training plans, training materials, operator guides, or maintenance procedures.
- Familiarity with GMD maintenance and sustainment organizations, processes, and operational environments.
- Experience working with government and industry stakeholders in a missile defense environment.
- Experience with requirements management, configuration management, or change management.
- Experience using program management and information systems to track fielding, readiness, and sustainment activities.
- PMP, Agile, or comparable project/business analysis certification is desirable.

- Experience with GMD logistics, readiness, sustainment, or systems engineering activities.
- Experience with FRACAS or comparable failure and corrective action tracking systems.
- Experience with Limited Life Item management.
- Experience supporting obsolescence management and technology refresh planning.
- Experience with reliability engineering, reliability risk management, or reliability review boards.
- Experience with the MIRO database or comparable maintenance, inventory, reliability, and obsolescence management systems.
- Experience developing or supporting Obsolescence Management Plans.
- Experience supporting engineering or program-level Readiness Review Boards, Reliability Review Boards, or Technology Refresh Advisory Boards.
- Familiarity with GMD maintenance and sustainment processes, sparing strategies, and readiness metrics.
