The National Guard State Partnership Program (SPP) is a key Department of Defense security cooperation initiative that strengthens long-term relationships between the United States and international partner nations. The program supports Geographic Combatant Commands in advancing U.S. strategic and security objectives through sustained military-to-military engagement. SPP activities enhance partner defense capabilities, interoperability, and readiness for multinational operations. The program also promotes enduring defense relationships while expanding opportunities for cooperation, access, and regional stability.
Required Duties:
- Provide overall project management and day-to-day oversight supporting the National Guard Bureau (NGB) State Partnership Program (SPP).
- Plan, coordinate, and monitor program activities, schedules, milestones, deliverables, and resources to ensure mission requirements are achieved.
- Serve as the primary coordination point among NGB leadership, Geographic Combatant Commands, State National Guard stakeholders, international partners, and other Security Cooperation organizations.
- Support NGB strategic planning and analysis to align SPP activities with DoD, Combatant Command, and U.S. security cooperation objectives.
- Analyze program information, performance data, and emerging requirements to develop recommendations and decision-support products for senior leadership.
- Prepare and deliver executive-level briefings, reports, presentations, correspondence, and decision papers for senior and General Officer audiences.
- Manage taskers, actions, and program documentation using NGB-approved systems, including ETMS2/TMT, SharePoint, and other collaboration platforms.
- Oversee the collection, validation, and maintenance of Security Cooperation program data, including information maintained within SOCIUM and other systems of record.
- Track program risks, issues, dependencies, and corrective actions while ensuring timely resolution and communication to government leadership.
- Establish and maintain quality control processes to ensure deliverables are accurate, complete, compliant, and submitted within required timelines.
- Lead and coordinate contractor personnel, assign priorities, monitor performance, and provide training and guidance to ensure consistent execution across the team.
- Ensure program activities and deliverables comply with applicable DoD, Army, NGB, Security Cooperation, information security, and administrative requirements.
Additional Duties per SPP Performance Work Statement (PWS):
- Communicate with the COR routinely, but no-less-than weekly, discussing work quality, project risk(s), issues, challenges, continuous improvement recommendations, and customer priorities and/or needs.
- Ensure PWS Technical Exhibit I - Performance Requirements Summary Tasks and Technical Exhibit II - Deliverables are submitted on time and meet acceptable and/or superior quality standards.
- Obtain approval for the DRAFT Monthly Progress Reports (MPR) from the COR at post award and submit per contract requirements.
- Prepare and submit a Year-End Roll-up Report of submitted data/information in Microsoft Word, via email, for approval within five calendar days prior to the end of the period of performance.
- Ensure strict compliance to DoD guidance regarding release of information mandates.
- Support and draft the SPP Program Management Guide (PMG) Update at the beginning of each fiscal year.
- Support and draft the SPP PMG Track-Changes Analysis Quarterly Update.
- Support and draft the Draft SPP Chief National Guard Bureau Instructions (CNGBI) update when requested by the Government not to exceed once each quarter of the fiscal year.
- Support and draft the New SPP Partners Status Updates in Microsoft Excel.
- Support and draft Decision Recommendation Briefing Slides (Briefing Slides) (approximately 1-2 per month) in Microsoft PowerPoint.
- Support and draft Emergency Executive Summaries. Draft Emergency Executive Summaries shall be provided in Microsoft Word, within one (1) business day, via email, for approval often within hours of notification by the COR.
- At the end of each fiscal year, compile and submit data from the Security Cooperation Database of Record (SOCIUM) on SPP events that occurred during the preceding fiscal year to the COR or designated Government representative for use in compiling the SPP end of year report.
- Other implied PWS tasks as directed.

- Skilled in MS Office Suite
- NGB Strategic analysis experience and understanding
- Technical Writing and Editing Skills
- Familiar with Army Templates
- Experienced preparing Senior Level (General Officer) briefings
- Experienced with analyzing information and data and producing reports
- Attention to detail and meticulous management skills
- Experience with NGB Security Cooperation analysis
- Experience with the Security Cooperation Database of Record (SOCIUM)
