Business Performance Senior Analyst

Crowned Grace International (CGINTL) seeks a Business Performance Senior Analyst to lead CGINTL's support for the CG-C5I goals of connecting metrics directly to mission outcomes and deploying automated data visualizations and AI-assisted analysis tools. The analyst designs and maintains performance measurement frameworks and conducts extract-transform-load engineering across disparate sources. The analyst also builds Databricks and Qlik solutions compatible with the agency's Integrated Data Environment and gives decision forums the statistical and business-modeling analysis they need.

DUTIES AND RESPONSIBILITIES

  • Develop metrics connected to mission and business outcomes. Define knowledge-asset metadata, including KPIs, ITSM performance metrics, and process baselines.
  • Design, implement, and routinely update performance management systems, metrics frameworks, and toolsets that monitor, control, and visualize organizational functionality.
  • Perform ETL procedures across numerous, disparate data sources. Engage internal and external components to consolidate, condition, and validate
  • Deploy automated data visualizations and AI-assisted analysis tools using Databricks and Qlik in the Coast Guard IDE and validate Section 508 conformance of delivered dashboards.
  • Provide statistical, analytical, and business-modeling Research and maintain data for decision forums and executive decision aids.
  • Direct and review the Business Performance Analyst's analytical work and participate in Sprint ceremonies.

QUALIFCATIONS

  • Bachelor's degree
  • 7 Years of Project Management Experience
  • Demonstrated hands-on experience building data visualizations and analytic workflows in Databricks and Qlik
  • Proficiency in SQL and Python for ETL and analysis.
  • Demonstrated experience designing performance-measurement frameworks tied to organizational outcomes.
  • Eligible for a Tier 2 Public Trust determination and CAC issuance.

PREFERRED QUALIFICATIONS

  • DHS Certified Trusted Tester (PWS 4.18.1.C).
  • Databricks Certified Data Analyst Associate or Qlik Sense Business Analyst certification.
  • Experience with Microsoft Power BI, Grafana, and Jupyter Notebook.
  • Familiarity with ITSM performance metrics and service management reporting.
