Job Description:

Parsons is looking for an amazingly talented Project Controls Manager to join our team. In this role, you will develop, manage, and execute all phases of the project controls effort for a major iconic metro station project, including planning, scheduling, cost analysis, reporting, forecasting, and performance monitoring.

Position Overview: Develops, manages, and/or executes all phases of the project controls effort for a major iconic metro station project, including planning, scheduling, cost analysis, progress measurement, forecasting, reporting, and change control. The incumbent utilizes widely diversified knowledge of project controls activities and draws upon extensive experience and exposure to major transportation infrastructure, metro, rail, station, and complex building projects. The role supports the successful delivery of the project by monitoring performance against schedule, budget, milestones, and contractual requirements.

What You’ll Be Doing

  • Develop, manage, and execute all phases of the project controls effort, including planning, scheduling, cost analysis, progress measurement, forecasting, reporting, and change control.
  • Provide guidance, direction, and specialized assistance to the project for the resolution of difficult and complex project control problems.
  • Interface with clients, attend regular meetings, and provide statistical, progress, cost, schedule, and performance reports.
  • Manage a team of Project Control Engineers/Specialists responsible for analyzing, evaluating, and forecasting project costs and schedule performance.
  • Oversee the development and maintenance of the project baseline schedule, including critical milestones, interfaces, testing, commissioning, and handover requirements.
  • Assess the impact of design changes, construction changes, interface issues, delays, and schedule slippages.
  • Oversee the development and maintenance of project controls systems, reports, dashboards, and performance analysis.
  • Coordinate project controls requirements across civil, structural, architectural, MEP, systems, finishes, public realm, testing, commissioning, and handover activities.
  • Coordinate staffing requirements, assign and supervise project controls work activities, and train personnel.
  • Complete performance reviews and provide personnel development for assigned employees.
  • Support change management by providing schedule and cost impact analysis for variations, claims, delays, and potential change orders.
  • Keep project and company management fully informed of project controls status, issues, trends, and risks.
  • Participate in business development efforts by gathering and presenting a variety of background data, as required.
  • Perform other responsibilities associated with this position as may be appropriate.

What Required Skills You’ll Bring

  • Bachelor’s Degree in Engineering or Construction Management or related field, or equivalent work experience.
  • Minimum 12 years of related experience.
  • Experience in a supervisory capacity.
  • Experience in project controls on major transportation infrastructure, metro, rail, transit station, or complex building projects.
  • Requires basic engineering knowledge in electrical, mechanical, civil, or a related field.
  • Proficient PC skills, including proficiency in various Project Controls Software and Microsoft Office Suite.
  • Strong knowledge of planning, scheduling, cost control, progress measurement, forecasting, reporting, change control, and performance analysis.
  • Proven ability to perform in a supervisory capacity.
  • Thorough knowledge of industry practices.
  • Strong analytical, communication, coordination, and reporting skills.
  • Ability to meet Parsons Project Controls Manager Certification requirements.

What Desired Skills You’ll Bring

  • Experience on iconic metro station, rail, transit, or major transportation infrastructure projects is preferred.
  • Experience supporting civil, structural, architectural, MEP, systems, finishes, public realm, testing, commissioning, and handover activities.
  • Experience with Primavera P6 or equivalent planning and scheduling software.
  • Experience with project controls dashboards, reporting systems, PMIS platforms, and digital delivery tools.
  • Strong understanding of schedule and cost impact analysis for changes, claims, delays, and interface issues.
  • Experience working with clients, consultants, suppliers, subcontractors, government agencies, and regulatory authorities.
  • Regional experience in Saudi Arabia or the Middle East would be an advantage.
