Project Manager – ADSB Offshore Patrol Vessel Project

Location: ST Engineering Marine, Singapore Duration: Project Duration (Mobilization to Completion of Third Platform)

Role Summary

Act as ADSB's dedicated on site Project Manager and Owner's Representative, providing leadership, supervision, technical oversight, inspection coordination, and project assurance throughout the construction, commissioning, testing, trials, and delivery phases of three Offshore Patrol Vessel platforms being built at ST Engineering, Singapore. The Project Manager shall ensure compliance with contractual requirements, class rules, OEM requirements, Interface Control Documents (ICDs), approved drawings, Inspection & Test Plans (ITPs), and ADSB quality standards while maintaining effective communication between ADSB, the Shipyard, OEMs, and Classification Society.

Key Responsibilities

Project Management & Coordination

  • Serve as the primary on site interface between ADSB, ST Engineering, OEMs, subcontractors, and Classification Society.
  • Lead day to day project management activities at the shipyard.
  • Monitor construction progress against the approved master schedule and key milestones.
  • Identify schedule, technical, interface, quality, and delivery risks and develop mitigation actions.
  • Support execution of construction, installation, commissioning, testing, trial, and delivery activities.
  • Coordinate multidisciplinary inspection activities covering hull, machinery, electrical, outfitting and control systems.

Construction Monitoring & Site Supervision

  • Maintain regular site presence within the shipyard throughout the construction program.
  • Verify workmanship quality and compliance with approved specifications, drawings and standards.
  • Monitor hull construction, structural fabrication, outfitting, machinery installation, piping, electrical works, coatings and testing activities.
  • Review material certificates, inspection records, vendor documentation and quality dossiers.
  • Verify compliance with Classification Society requirements and applicable statutory regulations.
  • Monitor closure of punch items, technical observations and non-conformance reports.

Inspection & Quality Assurance

  • Coordinate and oversee site inspectors and discipline specialists.
  • Verify implementation of approved Inspection and Test Plans.
  • Review WPS, PQR, WPQ, NDT reports, coating inspections, testing records and acceptance documentation as required.
  • Monitor NCRs, deviations, concessions, and corrective actions through to close out.
  • Ensure material traceability and quality records are maintained throughout construction.

Commissioning, Testing & Trials

  • Oversee Harbour Acceptance Tests, Platform Acceptance Tests, commissioning activities and integrated testing programs.
  • Witness major tests and trials and coordinate participation of relevant stakeholders.
  • Monitor testing results and verify satisfactory closure of deficiencies prior to acceptance.
  • Support preparation and execution of sea trials and final acceptance trials.
  • Assess vessel readiness for delivery and operational service.

Reporting & Communications

  • Prepare and submit weekly and monthly progress reports in accordance with ADSB requirements.
  • Maintain project dashboards, risk registers, NCR registers, action trackers and recovery plans.
  • Provide timely escalation of critical issues affecting quality, schedule, testing, class approval, or delivery milestones.
  • Lead progress meetings and provide management updates to ADSB and LR management.

Contract & Technical Support

  • Monitor compliance with contractual obligations and milestone requirements.
  • Support review of technical queries, design changes, concessions and interface issues.
  • Assist ADSB in assessing technical implications of proposed changes and deviations.
  • Support coordination with OEMs and vendors on installation, testing and commissioning matters.

Delivery & Handover

  • Verify completion of contractual scope prior to acceptance.
  • Review final documentation, certification packages, inspection records and handover dossiers.
  • Support punch list close out and delivery acceptance activities.
  • Coordinate final inspections and delivery readiness reviews prior to transfer to ADSB.

Candidate Profile

  • Degree in Naval Architecture, Marine Engineering, Mechanical Engineering or equivalent maritime discipline.
  • Proven experience in shipbuilding project management and supervision of naval, offshore patrol, military, coast guard or commercial vessel newbuild programs.
  • Strong understanding of hull construction, machinery systems, electrical systems, outfitting, commissioning, testing and sea trials.
  • Experience working with shipyards, Classification Societies, OEMs, and Owners.
  • Demonstrated capability in project reporting, schedule management, quality assurance and stakeholder management.
  • Willingness to be based full-time at ST Engineering Marine, Singapore, for the project duration.
