Role Overview:
RLB KSA is seeking an experienced and commercially focused Project Controls Manager to support the successful delivery of a major mixed-use development in Riyadh, Saudi Arabia.
A background in a tier-1 PMC is essential, as successful candidates will also be expected to contribute to the team's ongoing success by identifying and pursuing new opportunities to grow the business.
Must have demonstrable experience of having been employed as a Project Controls Manager for a minimum of 5 years.
Proven tact and diplomacy in dealings with client organizations in the Middle East is essential.
This will be an extremely rewarding role working for a company with excellent growth plans in the Middle East.
The Project comprises a high-end mixed-use portfolio of projects on a single master plan in Riyadh, KSA, comprising leisure and entertainment, residential, and infrastructure assets. This commission will require a 6-day workweek.
Key Responsibilities:
- Responsible for all programme processes and procedures.
- Provide performance reporting, change control and risk management to support effective project delivery.
- Provide training to delivery teams and monitor compliance with project controls processes and procedures.
- Create, manage and maintain an effective document management system for the storage, retrieval and control of project documentation.
- Ensure document management practices comply with organisational policies, procedures and contractual requirements.
- Deliver timely and accurate reporting across the programme.
- Maintain accurate cost and schedule data to support informed decision-making.
- Provide financial reporting, schedule analysis and critical path analysis.
- Work with the Quality Manager to establish programme benchmarks, standards and KPI measures.
- Manage the project controls IT platform and toolset, ensuring compliance and effective utilisation.
- Produce monthly reports, dashboards and ad hoc reports as required.
- Manage the development and maintenance of Project Execution Plans.
- Establish continuous improvement and lessons-learned procedures, and update Project Execution Plans as required.
- Develop and implement programme-wide reporting procedures and processes.
- Analyse progress against approved cost and schedule baselines.
- Contribute to the development of KPI metrics for programme performance measurement.
- Establish and manage risk and opportunity management processes.
- Establish and lead change control processes.
- Establish and lead document management and document control processes.
- Report performance variances against the approved plan and recommend corrective actions.
- Ensure effective coordination and integration across all programme delivery teams.
Candidate Requirements:
- Degree in Project Management, Construction Management or an Engineering discipline.
- Professional membership of RICS, CIOB, APM or equivalent is desirable.
- Minimum 15 years of technical delivery experience within a consultancy, PMC or client organisation.
- Minimum 5 years' experience as a Project Controls Manager.
- Previous Middle East experience is essential.
- Demonstrated ability to identify and develop business opportunities for RLB KSA.
- Well-organised, diligent, proactive, assertive and commercially astute.
- Excellent written and verbal communication and presentation skills.
- Strong customer service, stakeholder management and client-facing skills.
- Proven ability to prioritise workloads, manage teams and deliver to deadlines.
- Self-motivated and capable of operating independently in a stand-alone role.
- A collaborative team player with a positive, can-do attitude and a professional, diplomatic and flexible approach.
- Western-educated candidates preferred.
