What You Will Do:

As a Business Analyst at the Senior Consultant level, you will support high-impact initiatives for the Food and Drug Administration in a dual change management and training role, helping teams plan, coordinate, communicate, and execute the week-to-week activities required for successful system implementation and adoption. This role requires strong project management discipline, the ability to collaborate across workstreams and functional areas, and comfort engaging FDA leadership and stakeholders at multiple levels.

Additional responsibilities will include:

  • Serve as a trusted advisor to FDA leadership, program offices, and client stakeholders on change management, training, operational readiness, and system implementation priorities
  • Build and maintain strong client relationships across FDA leadership, program offices, business owners, end users, and external stakeholders
  • Facilitate client-facing executive meetings, working sessions, stakeholder discussions, training sessions, and leadership briefings
  • Lead week-to-week client delivery activities for change management and training workstreams, including planning, coordination, execution tracking, risk management, and alignment with implementation prioritie
  • Provide hands-on project management oversight by managing client-facing plans, milestones, risks, dependencies, and weekly task progress across change management, training, communications, and implementation activitie
  • Collaborate and coordinate with client stakeholders, technical teams, workstream leads, and functional areas to manage dependencies, resolve issues, and keep implementation activities moving forward
  • Support IT-enabled initiatives and system implementations by ramping up quickly on new concepts, understanding new systems, and translating client business needs into actionable change and training plans
  • Work within agile delivery environments, supporting planning routines, backlog visibility, task tracking, client updates, and implementation coordination using tools such as Jira
  • Plan, develop, and deliver virtual and in-person instructor-led training, adapting materials and facilitation approaches for different client audiences, user groups, and stakeholder needs
  • Draft client-ready communications, training content, job aids, briefings, and other materials that make complex system changes understandable for executive, program office, and broad agency audiences
  • Translate complex data, technical information, and system changes into actionable insights and clear recommendations for client leadership and stakeholder audiences
  • Own client deliverable quality by identifying, correcting, and preventing errors, and holding the team accountable for producing accurate, client-ready work
  • Apply business graphic design principles to produce high-quality, visually compelling deliverables
  • Mentor and oversee junior staff, reinforcing accountability, quality, and consistency in delivery
  • Support workforce planning, recruitment, onboarding, and professional development efforts
  • Foster a collaborative, customer-focused environment that promotes accountability and continuous improvement
  • Identify opportunities to streamline operations through automation, analytics, dashboards, and business process re-design.

In addition to client delivery, you will play an important leadership role within the account by:

  • Developing and mentoring junior team members, building core consulting, communication, and delivery skills
  • Supporting business development efforts through research, solutioning, proposal development, market analysis, and capture activities
  • Driving internal initiatives such as Project Management Office (PMO) development, culture-building activities, Corporate Social Responsibility efforts, Lunch and Learns, and All-Hands meetings
  • Creating and maturing tools, templates, and capabilities that strengthen account delivery and operational excellence
  • Authoring and improving internal policies, procedures, and processes to enhance quality, consistency, and scalability
  • Serving as a day-to-day guide for junior staff, reinforcing strong consulting practices and high-quality client service delivery
  • Collaborating closely with Managers and Associate Directors to align on client priorities, delivery objectives, team performance, and business development opportunities
  • Demonstrating leadership and internal impact through active participation in account initiatives, knowledge sharing, continuous improvement efforts, and cross-functional collaboration

What You Will Need:

  • Bachelor’s degree
  • 3+ years of professional experience supporting federal clients, with demonstrated success in project management and delivery execution
  • Demonstrated experience developing client-ready communications, briefings, and presentations tailored to executive, program office, and broad stakeholder audiences
  • Experience managing multiple project teams, including assigning work, tracking progress, and validating deliverables against defined timeline
  • Experience managing staffing allocations across several workstreams on a weekly basis
  • Strong project management background, including planning, execution, coordination across workstreams, risk management, and performance tracking
  • Experience supporting or delivering IT-related projects or business system implementations
  • Experience supporting change management, training, communications, or adoption activities for system implementations
  • Ability to quickly learn new systems, concepts, and processes and translate them into clear training and communications for varied audiences
  • Strong business graphic design and presentation development skills, including advanced use of PowerPoint
  • Experience with Microsoft Office 365 tools (Word, Excel, PowerPoint, SharePoint) to support analysis and decision-making
  • Ability to work independently with minimal oversight while maintaining alignment with leadership priorities
  • Experience capturing stakeholder requirements, conducting process analysis, and developing actionable solutions
  • Ability to obtain and maintain a Public Trust clearance (i.e. US citizenship is required)
  • This role may be required to work onsite at the client one day/week in White Oak, MD

What Would Be Nice To Have:

  • Master’s degree
  • Experience supporting executive leadership at the Food and Drug Administration
  • Experience working in business transformation or centralized operating models
  • Experience applying data visualization tools to communicate insights
  • Familiarity with federal budget, acquisition, and financial management processes
  • Lean Six Sigma certification (Green Belt or higher preferred)
  • Change Management Certified Professional (CCMP) certification
  • Project Management Professional (PMP) certification
  • Technical background
  • Familiarity with agile delivery practices and tools, such as Jira
  • Proven ability to operate in a high-tempo environment with competing priorities
  • Strong attention to detail with a track record of delivering high-quality, accurate work

The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
