VGS is looking for a Service Order Project Manager (SOM) will have overall responsibility for developing and executing repair projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develop Scope of Work (SOW). Planning, researching, and coordinating the requirement and project activities to ensure service order and project objectives are accomplished within the prescribed time frame and funding parameters by performing the following duties.
  • Request For Proposal/Quote (RFP/RFQ). Review project proposals and quotes in order to determine the project timeframe, funding limitations, and procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project.
  • Establish work plans and staffing requirement(s) for each phase of the project and arrange for recruitment and / or assignment of subcontract project personnel where applicable. Confer with subcontract project staff to outline work plans and assigned duties, responsibilities, and scope(s) of authority.
  • Pre-Construction Meeting. Lead preconstruction and project coordination meetings with stakeholders (end users) and Facilities Management Department (FMD) staff, various mid-to-high-level government staff and contractors.
  • Competitive Bid. Develop market research for invitation(s) to bid (ITB) and then recommend to the COR and award contract(s) to the optimum bidder(s).
  • Independent Contractor Estimates (ICE). Develop Independent Contractor Estimates (ICE) for the CORS comparative analysis of contractors’ proposals.
  • Conduct price negotiations with contractors prior to award.
  • Project Management. Direct and coordinate activities of project personnel to ensure projects progress on schedule and within prescribed budget.
  • Project Updates: Develop and maintain weekly requirements and project status reports for briefing to the FMD Staff and higher-level government management.
  • Modify project schedules, plans, and assigned personnel as required.
  • Monitor and Control. Discuss with project personnel to provide technical advice and resolve any issues throughout the project duration.
  • Coordinate with applicable base authorities to ensure proper/required permitting and documentation is provided for approval prior to execution of work.
  • Technical Expertise. Provide technical guidance to assist FMD and upper level staff for construction and facilities management related activities.
  • Provide proper closeout procedures by scheduling final walkthroughs and completing punch list items. Also, receive O&M Manuals, Submittals, etc. before closeout.
  • Responsible for the performance, coordination and serving of all Corrective Maintenance (CM) and assigned project work.
  • Will have direct responsibility over the Service Order program, subcontractor performance and oversight, project scope development program, and obtaining quotes for government requested work.
  • Must comply with the Site-Specific Safety Plan and Quality Control Plan.
  • Understanding and knowledge of NFPA and OSHA codes and standards along with knowledge of the National Electric Code (NEC), Environmental Protection Agency (EPA), The Joint Commission (TJC), American Association for Ambulatory Health Care (AAAHC), and Occupational Safety and Health Administration (OSHA).
  • Responsible for applying the principles of the Project Management Body of Knowledge (PMBOK) and its entire collection for processes, best practices, terminologies, and guidelines that are accepted as standards within the project management industry.
  • Direct and develop associates to produce professional results and meet account specifications.
  • Maintain effective communication with the customer regarding work schedules and services being delivered.
  • Develop, implement, and manage project management framework.
  • Develop, coordinate, and manage work schedules and workflow.
  • Evaluate and justify supplies, equipment and purchases as necessary.
  • Ensures the facility under his/her responsibility is safe and complies with all federal, state and local laws.
  • Implement human resource policies and practices, including the development of associates for promotional opportunities.
  • Create an environment that encourages teamwork, innovation and a strong commitment to client satisfaction.
  • Work within budgeted guidelines regarding labor costs, supplies and other expenses.

Qualifications

EDUCATION AND CERTIFICATION REQUIREMENTS: 

 

Required:

  • High school diploma/GED or higher education.
  • Valid driver’s license.

Preferred:

  • Certified Health Care Constructor (CHC) certification.
  • Project Management Professional (PMP) certification.
  • Quality Inspector/Quality Process Analyst/Quality Technician.
  • Knowledge of the Facility Module of the Defense Medical Logistics Support System (DMLSS-FM), or capable of being trained within six months of hire.

REQUIRED QUALIFICATIONS:

  • 5+ years of experience in health care construction, renovation, and maintenance and repair project management in a hospital environment, including the supervisory experience over a diversified workforce.
  • Working experience with NFPA, EPA, TJC, OSHA codes and standards.
  • Experienced in using Microsoft Office programs.
  • Excellent communication skills and a sense of urgency to meet deadlines.
  • Strong ability to plan, organize and direct associates to meet goals and objectives.
  • An active leader regarding client communicates and Valiant programs and services related to the contract.
  • Progressive operations management and construction experience in the healthcare contracting industry.
  • Strong organizational skills.
  • Good computer literacy.
  • Basic mechanical knowledge.
  • Excellent oral and written communication skills.
  • Working knowledge of P&Ls and budgets.
  • Must be able to read, write, speak, and understand English.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Should possess advanced knowledge and understanding of all aspects of medical facility repair, construction and facilities management to include the following disciplines: mechanical, electrical, plumbing, communications, security systems, and landscaping.
  • Should also have experience in the federal government design and construction management policies and procedures to include DoD MTF design standards, bid preparation, bid solicitation, bid evaluation and selection, award, inspection, acceptance.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardized exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Possess a valid driver's license.
  • Ability to pass a background check.

PHYSICAL REQIREMENTS:
