Job Title – Information Manager (IM Lead) – Polymer Facility Projects (Oman)
Location – Muscat, Sultanate of Oman (with travel to EPC contractor offices and client facilities as required)
Reports To – Project Manager (administratively); Engineering Manager (functionally)
Position Summary
This role sits on a Design, Build, Operate, Transfer (DBOT) polymer injection facility programme for a major Oman national oil company. The scope runs from concept and FEED through detailed design, procurement, construction and commissioning, into the Initial Operation Period and steady-state Operate phase, and ultimately to Transfer to the client. Much of the work is executed on or adjacent to live producing fields, so interface management, brownfield tie-in planning and close coordination with the client's Operations, Engineering and HSE functions run through everything we do. Detailed design and physical construction are delivered through an EPC partner under our technical direction; Polymer Experts Oman remains fully accountable to the client for the outcome.
We are looking for an Information Manager to own the full IM scope on our DBOT polymer injection facility projects for the client — every document, data set, record and as-built produced by us, the EPC contractor, subcontractors and vendors. The goal is simple and demanding: the client can operate the asset and its business systems from Day One of handover. The IM Lead is Key Personnel under the Contract. All roles on this programme are offered on an expatriate package, single status, based in the Sultanate of Oman.
Key Responsibilities
- Own the Information Management Plan, the Document Deliverables Register (DDR) and the Document Distribution Matrix (DDM) across the full project lifecycle.
- Ensure all information delivered to the client is complete, structured, tagged and formatted to the client's Company Information Specifications.
- Hold the EPC contractor's and vendors' IM organisations to the client's tagging, data and document standards rather than their own default conventions.
- Govern Engineering Design Systems use (E3D/PDMS, Smart Plant Instrumentation, AVEVA Diagrams, AutoCAD), including brownfield model adoption and tag consistency.
- Manage Vendor Data Requirements Lists, Manufacturer's Record Books and tag reconciliation, including unused tag reconciliation ahead of the pre-start-up audit, system completion and take-over milestones.
- Ensure all information reaches the client exclusively through the document and contract platforms it mandates.
- Own As-Built, red-line mark-up and completions data collection from construction and commissioning.
- Coordinate information interface registration with the Interface Engineer, distinct from physical tie-in interfaces.
- Deliver final information handover into the client's operations information system as a condition precedent to the Completion & Take-Over Certificate.
- Build and lead the project IM organisation — roles, document controllers and data controllers.
Qualifications
- Degree qualified with 10+ years' relevant experience, of which at least 5 years in project document and data management, systems and integration.
- Completion of at least three similar oil, water and gas projects.
- Demonstrated management of Engineering Design Systems in a multi-discipline capital project environment, including brownfield model adoption.
- Experience managing vendor and subcontractor IM compliance — VDRLs, MRBs and tag reconciliation.
- Working knowledge of ISO 9001 and how quality management interfaces with document control and information quality.
Preferred Qualifications
- 8+ years specifically in Information Management, executing a defined IM Delivery Plan.
- Polymer flooding, EOR or produced water / injection facility experience, ideally under a DBOT or Lease/Operate structure.
- Prior IM delivery for or with an Oman or GCC national oil company, and direct knowledge of NOC information specifications, plant lifecycle information planning and NOC document management platforms.
- Arabic language skills.
