The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as a Senior Business Analyst with the Information Technology (IT) Unit. This position is responsible for being the primary liaison between the Information Technology department and multiple business units. Supports the organization’s key business processes and applications and recommends business process redesign where applicable. Gathers and documents business requirements for large, complex projects. This position coordinates and oversees the work of multiple Business Analysts for large, complex projects.
Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on State business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code [A.A.C.] R2-10-207.11).
This position may offer the ability to work remotely within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
- Acts as primary liaison between the Information Technology department and multiple business units. Manages automated/manual system definition, design, and implementation.
- Develops and executes comprehensive system test plans, conditions, test scripts, and test cases.
- Performs system testing of modifications made to the system and coordinates implementation of changes with technical support, security, and DTS programming staff.
- Supports the organization's key business processes and applications and recommends business process redesign where applicable.
- Gathers and documents business requirements for large, complex projects.
- Authors and publishes comprehensive written documentation for project development, federal investigations, and other projects assigned.
- Translates requirements into business, functional, and use case documents for large, complex projects.
- Creates, reviews, and updates policy, procedures, system broadcasts, training, and standards
- Creates and delivers related user documentation and end-user training.
Knowledge, Skills & Abilities (KSAs):
Knowledge in:
- Knowledge of research and analysis methodologies, requirement gathering, feasibility reviews, Impact Analysis, system analysis, design methodologies, techniques, business application process modeling, testing tools and processes.
- Knowledge of policies, procedures, programs (DERS), system applications, and business goals.
Skill in:
- Skills in proficient analytical techniques to evaluate information gathered from multiple sources, consolidate details and extract to functional requirements
- Skills in translating requirements into business, functional, and test scenarios for projects of various sizes and complexity.
- Skills in organization and time management with attention to detail to prioritize and plan multiple work
activities and setting goals to meet commitments. Ability to:
- Ability to work collaboratively in teams and across organizations
- Ability to identify opportunities for use of solutions to improve efficiency.
- Ability to write effective documents for technical and non-technical partners.
Selective Preference(s):
The ideal candidate for this position will have:
- Bachelor’s Degree and/or 10 years of experience in business analysis (or equivalent experience).
- Knowledge is normally acquired by study/seminars/classes and working jobs that require extensive and continual use of this knowledge, with at least three years of experience in management analyst work. These skills are acquired by on-the-job training experience appropriate to the management field, with two years of management analysis.
Pre-Employment Requirements:
- Candidate shall have or meet the requirements to obtain prior to their first day of employment, a valid Level One Arizona fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
- Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
- All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
