Project Manager – Oracle Customer Care & Billing (CCB) Upgrade
Position Summary
We are seeking an experienced Project Manager to lead the planning, coordination, execution, and transition activities for a large-scale Oracle Customer Care & Billing (CCB) system upgrade.
This individual will oversee technical and functional workstreams across utility, business, and IT teams while ensuring the program is delivered on schedule, within budget, and in alignment with established enterprise governance standards.
The current Oracle CCB environment is running version 2.7 and will be upgraded to Oracle’s latest supported on-premises version. Following the upgrade, the Project Manager will also oversee development of a cloud-readiness assessment to help inform future modernization strategy.
This role will serve as a primary point of coordination between internal stakeholders, Oracle, vendors, and the selected System Integrator.
Key Responsibilities
- Lead full lifecycle project management, including initiation, planning, execution, monitoring, cutover, and transition to operations.
- Develop and maintain integrated project plans in partnership with the System Integrator and internal technical and business teams.
- Manage project scope, schedule, resources, dependencies, risks, issues, decisions, and deliverables.
- Coordinate activities across multiple technical, functional, utility, and IT workstreams.
- Facilitate communication among project teams, subject matter experts, vendors, System Integrators, and executive stakeholders.
- Identify cross-team dependencies and proactively resolve issues that could impact project delivery.
- Maintain project risk and issue logs and escalate critical concerns through established governance channels.
- Provide regular project status reporting to stakeholders, steering committees, and senior leadership.
- Develop and maintain project documentation, including project charters, schedules, resource plans, RACI matrices, decision logs, status reports, and governance materials.
- Ensure project artifacts are accurate, complete, and maintained within O365 and SharePoint Online.
- Oversee functional and technical testing, QA activities, defect tracking, and enhancements using Azure DevOps.
- Coordinate organizational change activities and identify potential adoption or implementation blockers.
- Manage System Integrator and vendor performance against contractual milestones, deliverables, schedules, and dependencies.
- Facilitate resolution of issues between internal teams, Oracle, vendors, and the System Integrator.
- Lead cutover and transition planning to ensure operational teams are prepared to support the upgraded environment.
- Coordinate development of a post-upgrade cloud-readiness assessment evaluating considerations for future modernization.
Requirements
Required Qualifications
- 10+ years of project management experience leading large, complex enterprise technology initiatives.
- Demonstrated experience managing cross-functional technical and business teams across multiple departments or organizations.
- Strong experience managing scope, schedule, risks, issues, decisions, resources, and vendor performance.
- Experience leading complex projects within utility, public-sector, regulated, or similarly complex enterprise environments.
- Strong experience working with third-party vendors and System Integrators.
- Demonstrated ability to develop and maintain project governance documentation, including charters, schedules, RACI matrices, resource plans, decision logs, and executive reporting.
- Strong communication, facilitation, stakeholder-management, conflict-resolution, and executive presentation skills.
- Bachelor’s degree in Business, Information Technology, Computer Science, or a related discipline.
Preferred Qualifications
- PMP or comparable project management certification.
- Experience with Oracle Customer Care & Billing (CCB) or a comparable utility Customer Information System (CIS).
- Ideally 3+ years of experience supporting Oracle CCB implementations or upgrades.
- Experience managing large enterprise application upgrade or modernization initiatives.
- Utility billing, customer information systems, or utility technology experience.
- Experience collaborating with System Integrators on complex implementations.
- Familiarity with Azure DevOps, Microsoft 365, and SharePoint Online.
- Experience working within formal stage-gate, PMO, or enterprise technology governance processes.
