The ITN Campaign Deputy Project Manager/Advisor Technical Workstream is responsible for supporting the Project Manager and providing technical leadership and operational oversight for Insecticide-Treated Net (ITN) mass distribution campaigns; leading the technical aspects of the ITN campaign activities. The position will be based in the country office, with regular travel within implementing locations. S/he will work closely with the state Technical Workstream consultants.
MAIN PURPOSE OF JOB:
Back-stop the Project Manager, and support in planning and implementing ITN distribution campaigns; coordinate and lead all technical aspects of ITN Campaign activities, such as macro and microplanning, and coordination of training of ITN campaigns personnel at all levels.
Ensuring adherence to national campaign guidelines and training standards
Facilitate training for the Campaign Technical Teams on ITN distribution processes and technology to be used during the distributions.
Provide periodic updates to Vector Control Directorate, State Support Team Coordinators and the integrated vector management (IVM) steering committees.

MAIN DUTIES AND RESPONSIBILITIES
Scope of Work
Campaign Research & Implementation (70%)
- Provide technical support into state preparatory processes such as micro planning and budget development for ITN campaigns.
- Coordinate day-to-day technical preparation and field implementation for mass distribution campaigns.
- Provide technical support for the overall planning and roll out of capacity building related to the campaigns at all levels with input from relevant technical staff across the work streams.
- Support technical work stream with compilation of data from household mobilization, ITN distribution, in process monitoring and end process monitoring as needed.
- Formulate research protocols, survey tools, and methodologies for operational and implementation data.
- Manage ethical clearance approvals and enforce regulatory compliance during implementation.
- Recruit, train, deploy, and closely supervise field research teams, monitors, and data enumerators.
- Familiarity with digitized data capture tools used during door-to-door distribution
- Enforce data quality assurance protocols during real-time field data gathering
- Support the incorporation of lessons learnt into the implementation package.
- Support the compilation of monthly campaign reports submission and dissemination to Government, partners and relevant stakeholders.
- Monitoring, Evaluation, Accountability, and Learning (25%)
- Build and monitor state-level data monitoring tools and tracking plans.
- Synthesize qualitative and quantitative campaign data to guide course corrections mid-campaign.
- Document campaign outcomes, generating learning briefs, narrative reports, and infographics for stakeholders.
- Package findings for national and global dissemination at technical workgroups or cross-learning forums.
External Representation & Partner Engagement (5%)
- Represent the organization at sub-committee sessions and regional technical working groups.
Drive evidence uptake strategies to align campaign insights with ongoing national malaria policy
QUALIFICATIONS
- Master’s Degree in a relevant field (e.g., Epidemiology, Public Health, Tropical Medicine, Parasitology or Equivalent);
- At least 7+ years of experience with technical components of mass distribution campaign projects (ITN, SMC or immunization campaigns), preferably in Nigeria with a strong focus on field implementation and technical workstream activities
- Strong knowledge of Insecticide-Treated Net (ITN) campaigns and malaria prevention strategies.
- Proven experience designing field surveys, managing large field teams, and publishing or writing technical briefs
- Experience in survey design, field data collection, statistical analysis, and report writing.
- Strong analytical, communication, and stakeholder engagement skills.
- Proficiency in Microsoft Office applications and statistical analysis software.
- Willingness to travel regularly for field supervision and research activities.
- Experience collaborating with government agencies, academic institutions, and development partners Desirable:
- Experience working on malaria, maternal and child health projects, including community health delivery.
- Familiar with the Nigeria health system
