JOB DESCRIPTION:
Pinao Consulting, LLC is seeking a Junior-Level Data Scientist to support the Vision Center of Excellence (VCE) Data Analytics and Epidemiology Support Services contract. The VCE supports efforts to prevent, diagnose, mitigate, treat, and rehabilitate military eye injuries and uses the Defense and Veterans Eye Injury and Vision Registry (DVEIVR) and other Department of Defense and Department of Veterans Affairs data sources to improve vision readiness, treatment, outcomes, research, and policy. Working under the guidance of senior and mid-level team members, this position provides data preparation, analysis, reporting, visualization using Tableau and Power BI, documentation, and quality-control support for ocular, vision, clinical, and population health data.
DUTIES and RESPONSIBILITIES:
· Assist with analyzing, verifying, refining, and maintaining data models and component views within VCE systems, including data from Defense Health Agency and Department of Veterans Affairs medical systems.
· Support reviews of DVEIVR data models, data logic, business rules, ontologies, and vocabularies by documenting findings, tracing data elements, and helping identify potential gaps.
· Clean, transform, integrate, validate, and analyze structured and unstructured data sets using Structured Query Language (SQL), R, Python, flat files, and Extensible Markup Language (XML).
· Write and execute SQL queries under technical guidance to extract, summarize, and validate data for approved data requests, reports, and dashboards.
· Assist with developing and testing algorithms for information retrieval, text extraction, classification, entity resolution, link analysis, semantic indexing, and related analytic activities.
· Support the development and maintenance of data marts, data structures, tables, views, indexes, extract-transform-load (ETL) processes, and semantic data representations.
· Assist with developing, publishing, testing, and maintaining reports, dashboards, templates, and user interfaces using tools such as R, Tableau, Qlik, Microsoft Power BI, and Python.
· Perform routine data-quality checks, reconcile results, document anomalies, and elevate programming, metadata, data integration, or reporting issues to senior team members.
· Collaborate with clinicians, epidemiologists, data architects, functional analysts, project managers, developers, and end users to clarify data needs and support delivery of usable data products.
· Assist with maintaining clinical and vision-related case definitions, algorithms, ontologies, vocabularies, semantic models, data dictionaries, and searchable libraries.
· Prepare and update technical documentation, including data maps, data rules, query documentation, data summaries, report design information, data dictionaries, and standard operating procedures.
· Create clear tables, charts, visualizations, briefing materials, and written summaries for technical and nontechnical stakeholders.
· Support ETL pipeline development and maintenance and assist with approved artificial intelligence and machine learning activities, including data preparation, feature development, model testing, validation, and documentation.
· Protect Controlled Unclassified Information, Personally Identifiable Information, and Protected Health Information; maintain data integrity and comply with applicable government privacy, cybersecurity, and access requirements.
· Perform other data science and analytics support activities required for VCE-approved data requests and contract deliverables.

REQUIRED QUALIFICATIONS:
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below.
Skills / Qualifications:
· Familiarity with business intelligence and data visualization tools, including Tableau and Microsoft Power BI, for developing interactive dashboards and reports.
· Foundational experience in data science, data analytics, statistical programming, database querying, data management, or a closely related field through employment, internships, academic research, or applied projects.
· Working knowledge of SQL and at least one analytical programming language, such as R or Python.
· Experience cleaning, organizing, transforming, and validating data for analysis.
· Ability to develop basic queries, data summaries, visualizations, reports, dashboards, or other analytic products with technical guidance.
· Basic understanding of relational databases, data models, business rules, metadata, data mapping, and data quality principles.
· Familiarity with one or more business intelligence or visualization tools, such as Tableau, Qlik, or Microsoft Power BI.
· Ability to follow documented methods, maintain reproducible work, and clearly document assumptions, code, data transformations, and results.
· Strong analytical, problem-solving, organizational, and attention-to-detail skills.
· Effective written and verbal communication skills and the ability to collaborate in a multidisciplinary team environment.
· Experience with healthcare, clinical, population health, military health, ophthalmic, or vision-related data is preferred.
· Exposure to ETL processes, artificial intelligence, or machine learning through coursework or applied projects is preferred.
Education:
· Bachelor’s degree in statistics, data science, computer science, informatics, mathematics, engineering, public health, or a related quantitative field; or an equivalent combination of education, training, and relevant experience. A master’s degree is preferred but not required.
Security Clearance:
· Secret Security Clearance or ability to obtain one required

Short-Term Disability: Short-Term Disability Insurance is provided by The Hartford Financial Services Group, Inc. Pinao pays 66.67% of the premium for each eligible employee.

401K: Pinao provides a 401K plan through Voya. Pinao pays for all administration fees and provides matching funds up to 4% of a participating employees’ gross income.
Temporary duty: (Two Weeks – 80 hours) Military Leave: In addition to the rights and benefits provided to Employees taking Extended Military, eligible Employees who must be absent from their job for a period of not more than ten working days each year in order to participate in temporary military duty are entitled to as many as ten days paid military leave. All benefits will continue during a Employee’s temporary military leave.
All Other (Extended) Military Leave: Employees ordered to active duty and directed to participate in extended military duties in the U.S. Armed Forces that exceed ten working days will be placed on an unpaid military leave of absence status for a period of as long as five years and will be entitled to the rights and benefits afford to them by law and corporate policy.
