Full description

This position is with E Street Technologies, LLC (ESTech)- USRA’s wholly owned small business subsidiary. The ONR Sr. Financial Analyst supports execution of the Office of Naval Research (ONR) Internships, Outreach, and Website Support task order by providing budget tracking, financial analysis, reporting, documentation, and coordination support for Naval STEM internship, outreach, stipend, grant-funding, and contract-related activities. The role assists the Program Manager and program team with full life-cycle program and financial management, including budget monitoring, stipend and funding data support, financial report preparation, contract-action documentation, cost tracking, and reconciliation activities. The incumbent helps ensure financial information is accurate, timely, well documented, and aligned with ONR, DON STEM, ESTech, and contract requirements.

Essential Duties/Responsibilities:

  • Support day-to-day financial administration for ONR internship, outreach, website, and Naval STEM coordination activities, including budget tracking, data collection, reporting, and documentation.
  • Maintain accurate financial trackers, spreadsheets, funding logs, stipend records, invoice-support files, purchase documentation, and program financial records.
  • Assist with full life-cycle program and financial management activities, including managing budget inputs, tracking grant or stipend funding, generating financial reports, and supporting contract-award or procurement documentation.
  • Collect, review, reconcile, and quality-check financial data from program staff, subcontractors, participants, laboratories, and internal functional teams to support accurate status reporting and decision-making.
  • Support stipend, travel, outreach, event, materials, and other program cost tracking associated with SEAP, NREIP, Naval Horizons, short-term internships, and related Naval STEM activities.
  • Prepare routine and ad hoc financial summaries, budget status updates, variance notes, burn-rate inputs, and supporting documentation for the Program Manager and customer-facing reports.
  • Coordinate with ESTech finance, contracts, procurement, program operations, and project coordination staff to support compliant and timely financial processing.
  • Assist with monitoring financial risks, funding gaps, data inconsistencies, schedule impacts, documentation issues, or budget variances and elevate concerns to the Program Manager.
  • Support audit readiness, records management, file organization, and maintenance of documentation needed to verify costs, commitments, financial transactions, and program execution activities.
  • Assist with development and maintenance of program dashboards, spreadsheets, SharePoint/Teams files, and other financial management tools using Microsoft Office 365 applications.
  • Support compliance with contract requirements, security expectations, privacy considerations, financial controls, and ESTech policies and procedures.
  • Perform other related duties as assigned to support ONR, DON STEM, and ESTech program objectives.

Required Qualifications:

Education: Bachelor’s degree in finance, economics, accounting, or a related field.

Experience: At least five years of experience in high-volume finance, economics, accounting, budget tracking, financial reporting, or a related field. Experience with Government, DoD, or DON internship programs is desired.

Licenses, Certifications: No certification required; relevant financial, accounting, project management, or business operations training is desired.

Knowledge, Skills & Abilities:

  • Strong financial analysis, budget tracking, reconciliation, reporting, and documentation skills.
  • Ability to support high-volume financial operations involving stipends, program costs, outreach activities, travel, materials, grants, and contract/task order support.
  • Advanced proficiency with Microsoft Excel and Microsoft Office 365, including Word, PowerPoint, Outlook, SharePoint Online, and Teams.
  • Ability to collect, organize, analyze, and present financial and programmatic data clearly for program leadership and customer reporting.
  • Strong attention to detail, accuracy, confidentiality, follow-through, and ability to maintain complete and auditable financial records.
  • Working knowledge of financial controls, invoice-support documentation, purchase/procurement support, cost tracking, variance identification, and records management.
  • Strong written and verbal communication skills, including ability to prepare clear financial summaries, status updates, and supporting documentation.
  • Ability to work effectively with geographically distributed teams, government stakeholders, program staff, subcontractors, students, families, mentors, and internal functional departments.
  • Ability to hold a current SECRET clearance or obtain a SECRET clearance prior to award, as required by the PWS.

This job operates in a professional office or remote work environment. This role routinely uses standard office equipment such as computers, phones, and collaboration platforms.
