Brief Job Description:
The Senior Systems Analyst reports to the Manager of IT Applications for Medicaid/CHIP Systems. The successful candidate will have hands-on experience supporting enterprise-level systems and Java/J2EE application developers.
The candidate performs advanced senior-level computer systems analysis and business analysis work for large-scale enterprise applications. This position works under minimal supervision, with considerable latitude for initiative and independent judgment. The candidate works directly with HHSC business, technical, and non-technical stakeholders to support day-to-day systems maintenance, operations, and emerging applications. The role oversees and prepares technical system and process diagrams, charts, and related documentation in collaboration with subject matter experts to describe current and proposed system designs, including costs, benefits, tasks, and outcomes. The candidate also coordinates and participates in cross-functional project teams responsible for systems design, planning, development, implementation, and enterprise technology road maps. This position requires strong technical experience, excellent communication and organizational skills, and the ability to collaborate effectively across agency systems, state entities, and stakeholder groups.
The candidate must be able to work independently with limited direction, respond quickly in a complex organizational environment, manage multiple priorities, and meet tight deadlines while handling heavy workloads. The position requires regular customer interaction and the ability to provide guidance and training to less experienced personnel.
The candidate must have scheduling flexibility and be willing to work periodically after hours to support critical system updates and manage batch processes.
Essential Job Functions (EJFs):
- Supports application developers and assists with application deliverables, systems maintenance, batch processing, security and risk assessments, testing, and program troubleshooting. Coordinates the preparation of production-run instructions and end-user procedures or manuals. Analyzes proposed computer applications to determine equipment requirements, system capabilities, and operational impacts. (40%)
- Provides technical support and analysis for programming and project activities. Performs business process analysis to support system design and works with internal departments, external agencies, and vendors. Coordinates research on automation techniques to improve system performance. Plans and tracks project deliverables, participates in Agile sprint activities, and reports progress on assigned technical tasks. (20%)
- Participates in system design, planning, implementation, production support, and customer service activities for custom and commercial software systems, existing production and development applications, and statewide or interagency interfaces. Works independently with significant latitude and assists in identifying system enhancements and technology road maps needed to support existing and emerging applications. (15%)
- Coordinates and prepares plans, schedules, assignments, and analysis and programming activities. Works with business analysts and application development teams to ensure the conceptual and design phases of new and existing applications align with agency requirements and applicable state and federal Medicaid and CHIP systems compliance standards. (10%)
- Participates in establishing technical policies, procedures, and standards that support HHSC standardization efforts for Medicaid and CHIP systems. Maintains ongoing communication and coordination with project managers and subject matter experts to resolve issues, address potential risks, and promote adherence to sound development standards and solutions. (10%)

Knowledge, Skills and Abilities (KSAs):
Knowledge of computer programming principles, systems analysis practices and techniques, computer operations procedures, system environments, and programming languages.
Knowledge of building and supporting applications that operate in highly distributed environments.
Knowledge of multi-tier system development.
Knowledge of the limitations and capabilities of computer systems, non-automated system design techniques, applicable programming languages, and computer operating systems.
Knowledge of software development life cycle phases, including scope definition, proposals, estimates, analysis, design, development, testing, and implementation.
Knowledge of common design practices and standards for application accessibility compliance, including Section 508 and assistive technologies such as JAWS.
Skill in applying accepted software engineering concepts, including software development life cycle methodologies comparable to HHSC IT standards.
Skill in problem solving, critical thinking, and using computer hardware and software to support enterprise application environments.
Skill in communicating with staff, end users, technical teams, and stakeholders to build effective working relationships and establish credibility, trust, and confidence.
Ability to communicate effectively verbally and in writing, work as a key contributor with technical teams, document relevant issues clearly and accurately, and prepare concise, reliable reports.
Ability to support development and management of project schedules for analysis, development, final deliverables, and oversight activities.
Ability to support full-stack Java applications and Oracle database development teams.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, management information systems, or a related field. Experience may be substituted for education on a year-for-year basis.
Five (5) or more years of experience supporting Java/J2EE application developers.
