Everforth ECS is seeking a Product Manager / Content Strategist to work in our Arlington, VA (Hybrid) office.

 

About the Mission

ECS is seeking a Product Manager and Content Strategist to own product delivery and content strategy for the CIRCIA incident reporting form and related guidance and public communications. The objective is to keep a cross-functional team aligned, sequenced, and delivering, while ensuring that all public-facing CIRCIA materials are written in plain language, regulatory-aligned, and easy for a broad range of organizations and industries to understand and act on. This role supports CISA's mission to make the cyber incident reporting process accessible, accurate, and consistent at scale.

Job Description

ECS is seeking an experienced Product Manager and Content Strategist to support the CIRCIA program by owning the product backlog and content workstreams for the incident reporting form, portal, and related public-facing materials. In this role, you will set priorities, sequence work, and drive alignment across product, design, research, and compliance teams, while developing and maintaining the content strategy that ensures all CIRCIA materials are plain-language compliant and regulatory-aligned.

This role requires strong delivery ownership and stakeholder coordination skills, as well as a deep understanding of regulatory and compliance-driven content environments. You will own and maintain the product and content backlog, track progress against milestones, and ensure that work is delivered in a timely, consistent, and user-centered manner.

You will work across product, design, and compliance teams to make or escalate prioritization decisions when content and design workstreams conflict. Your work will shape how organizations across the country understand their reporting obligations and navigate the incident reporting process at a critical moment in federal cybersecurity policy.

Key Responsibilities

  • Own and maintain the product and content backlog, including prioritization, sprint-level sequencing, and dependency tracking across content and design workstreams.
  • Track and communicate progress against content and product milestones to program leadership and stakeholders.
  • Make or escalate prioritization decisions when content, design, and compliance workstreams conflict.
  • Conduct content audits of public-facing forms, portal content, and related materials to identify gaps and opportunities.
  • Develop plain-language content recommendations and partner with design and compliance teams to implement them.
  • Coordinate with UX Research, design, and compliance stakeholders to ensure content decisions are grounded in user needs and regulatory requirements.

Salary Range: $130,000 - $150,000
