What You Will Do:

Business Analysts are responsible for bridging the gap between technology and the business by assessing and improving processes and systems through analysis, stakeholder engagement, and identification of improvement opportunities. This includes:

  • Elicit, analyze, document, and validate business, policy, technical, operational, and functional requirements.
  • Develop and maintain user stories, acceptance criteria, functional specifications, process documentation, and requirements traceability.
  • Collaborate with business stakeholders, child welfare subject matter experts, implementation vendors, and technical teams throughout discovery, design reviews, and project delivery activities.
  • Support backlog refinement, prioritization, and management activities to align solution delivery with business objectives and stakeholder needs.
  • Guide teams in the application of Agile principles and practices throughout project delivery, fostering an Agile mindset through planning, collaboration, and continuous improvement.
  • Support Scrum ceremonies, stakeholder engagement, and coordination across project teams.
  • Analyze business processes, business metrics, and related data to identify issues, gaps, inefficiencies, risks, and opportunities for improvement.
  • Support system testing, user acceptance testing, and data validation activities.
  • Maintain system documentation, project documentation, and project metrics.
  • Assist in the development and execution of project governance, business analysis, and delivery processes that support successful CCWIS modernization.

What You Will Need:

  • Bachelor's degree. Additional Four (4) required in lieu of degree.
  • Three (3) to Five (5) years of business analysis experience supporting child welfare, CCWIS, case management, human services, or related government technology systems.
  • Demonstrated experience eliciting, analyzing, documenting, and managing business and functional requirements in Agile delivery environments.
  • Experience supporting solution delivery through backlog refinement, prioritization, user story development, process analysis, and requirements management.
  • Experience supporting Agile teams, including Scrum ceremonies, testing activities, and cross-functional collaboration.
  • Strong analytical thinking, problem-solving, and reasoning skills, with the ability to gather, analyze, and interpret data to identify issues and potential solutions.
  • Strong communication skills, including the ability to translate complex business, policy, operational, and technical information for diverse audiences.
  • Proven ability to collaborate with and influence business, program, operations, vendor, and technical stakeholders.
  • Experience coordinating activities across multiple work groups and advising cross-functional teams in a fast-paced project environment.
  • Knowledge of child welfare programs, case management systems, or CCWIS modernization initiatives preferred.
  • Must be Green card holder or US citizen.
  • Must be able to pass the govt background check.

  • Agile (SAFe, Scrum, etc.) Certification.

The annual salary range for this position is $102,000.00-$170,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
