Construction QA/QC Project Manager

Position Summary

We are seeking a motivated and experienced Quality Assurance Project Manager to join our SIRIS team as an Owners Representative in support of a renovation projects to a Wellness center located in Washington, DC. This role will focus on implementing and maintaining construction phase QA/QC procedures and the quality control plan coordination of site inspections, reviewing materials, determining root causes weekly reporting and punch list documentation.

Project Scope

This project involves the construction and modernization of a senior wellness center and occupied public facility, including structural, roofing, waterproofing, electrical, HVAC, plumbing, and fire alarm improvements. The Project Manager will provide onsite oversight of quality, safety, inspections, subcontractor performance, testing and commissioning, material verification, and project documentation, with a focus on minimizing rework and achieving first-time inspection acceptance. Responsibilities will also include supporting Certificate of Occupancy requirements, final inspections, commissioning, and project closeout.

The person who will succeed in this role is a proactive, detail-oriented construction professional who understands how to build quality into a project from the start. They are comfortable working in the field, coordinating with subcontractors and inspectors, and holding teams accountable to project requirements.

Success in this role requires someone who can:

• Lead QA/QC procedures, inspections, and Quality Control Plans.
• Verify construction complies with drawings, specifications, codes, and approved submittals.
• Coordinate testing, inspections, commissioning, and critical inspection hold points.
• Identify deficiencies, manage corrective actions, and minimize rework.
• Monitor subcontractor quality and workmanship while maintaining strong working relationships.
• Maintain accurate QC documentation, punch lists, and closeout records.
• Take ownership of quality from initial construction through final inspection, commissioning, and project closeout.
• Brings a calm, solutions-oriented approach and takes pride in representing the owner’s interests.
• Experience with federal projects is preferred.

Key Responsibilities

• Provide onsite construction management and QA/QC oversight throughout the project.
• Monitor construction progress, quality, and compliance with contract documents and applicable codes.
• Coordinate subcontractors, inspections, testing, commissioning, and corrective actions.
• Review submittals, RFIs, materials, and project documentation.
• Maintain accurate QC records, deficiency logs, and punch lists.
• Coordinate with project stakeholders to support quality, schedule, safety, and successful project delivery.
• Support final inspections, Certificate of Occupancy, commissioning, and project closeout.

Given that the work takes place within an active senior wellness center and public facility, construction professionals must consider the following:

• Always ensuring the safety of occupants, staff, visitors, and construction personnel.
• Minimizing disruption to ongoing facility operations and public services.
• Maintaining safe access, accessibility, and public circulation throughout construction.
• Managing noise, dust, construction access, and other impacts within an occupied environment.
• Maintaining quality and coordination across structural, architectural, MEP, and life-safety systems.
• Complying with applicable government, building, safety, accessibility, and quality requirements.

Education & Experience

Education

• bachelor's degree in Construction Management, Engineering, Architecture, or a related discipline; with relevant QA/QC experience preferred.

Certifications

• OSHA 30: Required
• CCM, PMP, PE, or equivalent construction management credentials Preferred

Experience 

• Five (5) plus years of relevant experience in construction management, quality control, project management, construction inspection, or a closely related field preferred.
• Experience supporting federal, healthcare, institutional, or other regulated construction projects is highly desirable.
• Demonstrated experience with QA/QC processes, inspections, testing, commissioning, submittals, material verification, and resolution of construction deficiencies.
• Strong understanding of construction documents, specifications, applicable codes, and quality control requirements.
• Candidates with a strong combination of relevant project experience, technical knowledge, and demonstrated ability are encouraged to apply.
• Candidates may be asked to provide examples of completed projects demonstrating relevant experience.

Additional Requirements

• Familiarity with construction practices, quality assurance, scheduling, cost management, and change management
• Demonstrated ability to exercise independent judgment in administrative, financial, and compliance matters
• Proficiency with Microsoft Office Suite, Procore, and Adobe Acrobat
• Strong written, verbal, and organizational communication skills
