Position Overview
Minnesota IT Services (MNIT), partnering with the Minnesota Department of Corrections (DOC), is seeking an experienced IT Program / Senior Project Manager to lead a complex, enterprise-level initiative covering the full project lifecycle from planning through production launch.
The role will oversee Data Management, PRISM implementation, systems integration, data integration, analytics/reporting, infrastructure, governance, and technology modernization, ensuring solutions are delivered on time, within scope, and within budget.
Key Responsibilities
- Lead end-to-end project management for DOC IT projects.
- Define project scope, goals, deliverables, timelines, and schedules.
- Develop and maintain detailed project plans.
- Identify, assess, track, and mitigate risks, issues, assumptions, and dependencies.
- Maintain accurate RAID logs.
- Manage resource allocation and team workloads.
- Lead stakeholder communication across IT leadership, business teams, technical teams, and vendors.
- Manage stakeholder expectations and provide status reports, presentations, and briefings.
- Facilitate resolution of conflicts, issues, and competing priorities.
- Lead cross-functional internal and vendor teams.
- Manage vendor relationships, contracts, deliverables, and accountability.
- Maintain project charters, status reports, project plans, and other documentation.
- Prepare leadership reports and presentations using MS Excel and PowerPoint.
Required Skills
- 7+ years managing large, complex IT projects in enterprise environments.
- Experience with procurement/RFP processes and COTS implementations.
- Experience managing software development initiatives using Agile, Waterfall, and hybrid methodologies.
- Experience managing multiple concurrent projects within a program or portfolio.
- Experience working in matrixed, cross-functional environments.
- Experience managing internal/external project teams and stakeholders.
- Strong vendor management and accountability experience.
- Experience with risk, issue, assumption, and dependency management / RAID logs.
- Proven ability to deliver complex IT projects on schedule and within budget.
- Experience with cloud computing, software development, IT infrastructure, and/or cybersecurity.
- Experience in a corrections or public safety environment.
- Strong understanding of IT systems, SDLC, enterprise technology, and IT infrastructure.
- Experience with SaaS, PaaS, IaaS, Azure, and AWS.
- Experience with technology lifecycle management.
- Proficiency with MS Project, Azure DevOps, Jira, and Confluence.
- Bachelor’s degree in IT, Computer Science, Business Administration, or related field.
- PMP or equivalent project management certification.
Project Focus
The initiative includes:
• Data Management capabilities covering data ownership, stewardship, and governance.
- Building and launching a data integration platform and analytics/reporting capabilities.
- Implementing PRISM, a commercial off-the-shelf configurable solution replacing the customized COMS system.
• Systems integration, synchronization, and interoperability across MNIT/DOC applications.
- Process standardization and modernization of the DOC technology environment.
